Description
The General Services Administration (GSA Region 9, San Francisco) announces the opportunity in Construction Excellence for construction of a new Federal Office Building in San Francisco, California. The planned Office Building will consist of approximately 605,000 gross square feet (56,204 gross square meters). The Office Building consists of an eighteen-story tower with a four-story annex and one basement level. The building, which will house over 1600 Federal employees, will be constructed at a site on the corner of 7th & Mission Streets. The building tower will incorporate a natural ventilation system, as well as, other elements of Sustainable Design. Included within the gross square footage cite above is a separate 3,000 gross square feet (279 gross square meters) single story cafeteria building located at the corner of the site. The basement level will include loading docks, parking for approximately 47 official vehicles. Amenities within the project program and which are accessible to the public include a daycare center, conference center, plaza, cafeteria and fitness center. The open-air plaza is approximately 34,000 gross square feet (3,159 gross square meters). The site is bounded by Stevenson Street to the North, 7th Street to the East, and Mission Street to the South. The western site boundary is parallel to and approximately 375 ft offset from 7th Street. The estimated cost of construction is between $130,000,000 and $150,000,000. The anticipated construction period is 33 months preceded by a 9-month design assist/ review period. The building is based on a sustainable design that includes a natural ventilation system in the tower structure, ambient lighting with daylight as the primary source, a 50% reduction in the energy of a comparable sized conventional building, and the use of recycled materials. The building also includes a number of specialized systems such as: exposed fluted concrete decks, under-floor displacement HVAC, blast resistant wall assemblies, and a perforated metal solar screen with Direct Digtal Control operable elements. The solar screen has been designed using 3D computer-modeling similar to the "Form Z" program. This is not a request for proposal. Firms interested in proposing as the Prime Contractor should submit a one-page letter of intent to propose for this project. Firms expressing such intent will receive the Request for Technical Proposals in early October. The selection process will be based on FAR Part 36.3 and FAR Part 15.3. In Phase One, the Request for Technical Proposals will ask for the specialized experience and technical competence of the firms capability to perform, past performance and other appropriate factors (excluding cost or price related factors). After evaluating Phase One proposals the contracting officer shall select the most highly qualified offerors and request that only those offerors submit phase two submittals. Firms qualified for Phase Two will be provided with documents for the purpose of pricing the solicitation. These documents include the Design Development Narrative Specifications and 100% Design Development Drawings. Phase Two evaluations will be based on technical and price proposals. Technical proposals will include information cited above. The price evaluation will be based on the design phase services, general conditions, and a firm-fixed price for constructing the Federal Office Building. The proposal selected for award shall provide the best value to the Government with technical and price proposals evaluated separately and the technical factors are more important than the price factors. During the design phase, value-engineering changes will be negotiated in accordance with the VE clauses in the contract. If changes are made to the design during this phase, those changes will be negotiated in accordance with the Changes Clause in the FAR. There will be a final pre-construction modification issued prior to the start of the construction phase. The scope of services shall include a Design Services Phase and a Construction Services Phase. In the Design Services Phase the contractor shall provide a lump sum fee for providing design review, estimating services, and working with the Architect, providing advice on the building components including systems and curtain wall, vendors and subcontractors to ensure a workable and constructible set of working drawings. In the Construction Phase the contractor shall provide all material, labor and management required to construct the Federal Office Building. It is anticipated that award of the Design Phase will be in January/February 2002, and the option for the Construction Phase awarded in May 2002. The Procurement is open to both large and small business under the Small Business Competitive Demonstration Program. Before the award of the contract the selected firm shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established national subcontracting goals of 40% for Small Businesses, and 5% for Disadvantage Businesses, 5% for Small Women-owned Businesses, 3% for Small Veteran-owned Businesses, and 2% for HUB Zone businesses. In support of the agency's effort, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals. The use of subcontractor consultants will be reflected in a Small Business Subcontracting Plan to be submitted with the phase two submittal and included in the final contract. Firms must provide a brief written narrative of outreach efforts made to utilize Small, Small Disadvantage, Women owned, and Veteran owned businesses. An agreeable subcontracting plan must be agreed to prior to award. A pre-proposal meeting will be held in late October 2001 after the Request for Proposal has been given to interested firms. Firms expressing intent to propose and receiving RFPs will be notified as to the time and place of the meeting.
