Description

The authorized project for Jacksonville Harbor provides for the following plan of improvement for Phase II of the project: deepening the Main Ship Channel to a depth of 40 feet from the Entrance Channel (Station 0+00 Bar Cut-3) to Mile 14.7 (Station 6+53 Cut-50); and, constructing advanced maintenance zones inside Federal channel limits and one at the east end of Mill Cove along Cut-42. Bottom widths will be reduced by 40 feet from Cut-3 through Cut-6 and by 25 feet through the remainder of the project with the exception of Cuts 39 through 41. Cut-39 width will be reduced by 30 feet and length reduced by approximately 632 feet in conjunction with the realignment of Cuts 40 and 41. Cut-40 will be realigned and reduced by 600 feet in width. Cut-41 will be realigned and reduced by 400 feet in width. Two options are included. Option Item A is the inclusion of Port Authority berthing areas. Option Item B is the construction of a settling basin along Cut-42 near Mill Cove. Total quantity to be dredged is approximately 2,444,000 cubic yards for the Base Item, approximately 100,000 cubic yards for Option Item A, and up to approximately 1,341,000 cubic yards for Option Item B. Dredged material will be placed in the following disposal areas: West Bartram Island (D/A-1); Buck Island (D/A-2A); Beach Disposal Area A south of the Jetties at Mayport to the end of Hannah Park; Beach Disposal Area B at Atlantic Beach; Beach Disposal Area C at Jacksonville Beach; and an Artificial Reef. The solicitation will be issued with Alternate Bid Items. Either Alternate A or B will be awarded. Alternate A work will place all material designated for beach disposal in Beach Disposal Area A. Alternate B will place material designated for beach disposal in Beach Disposal Area B and Beach Disposal Area C until the designated templates are filled with any remaining material to be place at Beach Disposal Area A. Magnitude of construction is over $10,000,000.00. Solicitation will be issued on or about 19 October 2001 and close on or about 04 December 2001. Proposals will be evaluated on technical factors, price and past performance. Technical factors may include, but not be limited to, Methodology, Equipment, Management Plan, Performance Schedule, Environmental Compliance, and Subcontracting Plan.
