Description
(i) This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. (ii) This solicitation (DTCG81-02-Q-3SGCAV) is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. FAR clauses and provisions are available via internet address: http://www.arnet.gov/far/. (iv) This is a 100% set-aside for small business concern. All responsible firms may submit an offer which will be considered. The North American Industry Classification System (NAICS) is 561790/$5.0. (v) Acceptance: destination. FOB: destination. This is a firm-fixed price contract. (vi) NOTE: IF SITE VISIT IS DESIRED CONTACT Mark Roskowski (212)668-7379 or (212)668-7238 FOR AN APPOINTMENT. 52.237-1 Site Visit (Apr 1984). Site visits shall not be paid for by the Government. Site visit is recommended. DESC: Clean and disposal (taken off of Governors Island) of foliage and debris from the gutters, leaders, downspouts and roofs of the following Buildings located on Governors island, NY. Building #'s: 1,2,3-8 A&B, 9, 10 A&B, 11, 12 C-R, 14-18, 19-20 A&B, 25, 104, 107-112, 114, 125, 135, 140, 202, 206, 210, 214, 298, 309, 315 A-C, 330, 333, 400 A-N, 403, 404-408 A&B, 409, 410 A&B, 550, and 555 A-C. Buildings are a variety of sizes ranging from single story to multiple story and length. Service to be performed three times per annum, once during the Winter (December 2001), once in the Spring (April-May 2002), once in the Fall (Sept-October 2002). Work shall be performed during the U.S. Coast Guard core business hours of 8:00 am -- 5:00pm Monday through Friday. Overtime shall not be authorized by the U.S. Coast Guard. Ferry Restrictions: Arrangements must be made in advance, Contact Mark Roskowski. Ferry runs only on Wednesday for Vehicle traffic, Time: 7:30am -- 1pm, Height Restriction: 12'8", SUBJECT TO CHANGE WITHOUT NOTICE. Storage: The Government shall provide space to store material and equipment. The government Shall not be responsible for securing or security of the space. Wage Determination 94-2375 (Rev 18) dated 07/12/01 is applicable to this order. (vii) TRAVEL EXPENSES ARE NOT AN AUTHORIZED EXPENSE FOR THIS CONTRACT. No consideration will be given to quotes lacking this and any other information set forth in the solicitation. (xiii) Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2, Evaluation-Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability of service(s) offered, and Past Performance factors (please provide Points of Contact, Telephone Numbers, and types of services which contracts have been satisfactorily completed of at least 3 current references). 52.212-3, Offerors Representations and Certifications-Commercial Items (May 2001). 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001), 52.212-5, Contract Terms and Conditions-Required to Implement Statues or Executive Orders-Commercial Items (May 2001) applies as follows: paragraph (a), (b) (5), (7), (11), (12), (13), (14), (15), (19), and (25), (c) (1), (d), (e).
