- NOTICE OF INTENT TO AWARD SOLE SOURCE Contracting Office: Department of the Air Force, Air Force Material Command, Electronic Systems Center, HQ Standard Systems Group, Directorate of Contracting, 490 East Moore Dr., Suite 270, MAFB-Gunter Annex AL 36114-3000 Notice: To purchase renewal of software maintenance support and user licenses for WinRunner, manufactured by Mercury Interactive. Intention: Award License Renewal for 76 users of WinRunner software and to renew software technical support/maintenance for WinRunner Professional, and TestDirector Enterprise Client Server for one year. Justification: supplies or services required are available from only one or a limited number of responsible sources under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. Duration: Period of performance will be one year from the date of contract award. This notice of intent is not a request for competitive proposals; however, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential sources. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
