- Sources Sought Synopsis: The Bureau of Reclamation has a requirement for the Installation of a Temperature Control Device, M&I Water Supply, Folsom Dam. The NAICS Code: 234990. In accordance with Federal Acquisition Regulation (FAR) 19.1305 HUBZone set-aside procedures, the contracting officer is issuing a sources sought synopsis to determine whether there are two or more HUBZone small business concerns with the necessary experience to perform diving services. Should there be no response to this sources sought by October 12th, a HUBZone sole source award will be made. The requirement of this Sources Sought Synopsis is to secure interested HUB Zone firms that provide Commercial Diving and Marine Construction. The work required by this solicitation is the installation of a government furnished structural steel Temperature Control Device upstream of a hydroelectric plant on the face of Folsom Dam. The requirements of the contract include but are not limited to: Installation of structural steel enclosure structure; control gate hoist; metal gates; metal relief gates; related structural steel; and miscellaneous metal work. The majority of work will be underwater construction and will require a Diving Support Vessel or Barge, Decompression Chamber, Diving Equipment providing for Mixed Gas Diving, Underwater Cutting and Drilling, and Underwater Video Systems at depths near 175 feet depending on reservoir conditions. Diving operations will require working under variable water flow conditions and monitoring of said conditions for divers safety will be required. The work will include installation and testing of related electrical and mechanical equipment necessary to provide a fully automated system. The magnitude of the proposed project is between $500,000 and $1,000,000.
