Description

The General Services Administration intends to issue a contract to BW2 Solutions, Inc., Mission Viejo, CA through solicitation no. 9TER-02-JAL-001 pursuant to the authority of FAR Parts 12 and 13.501(a) "Sole Source Acquisitions". BW2 Solutions will be providing software maintenance in support of specialized software developed by Intellution specifically for the Bureau of Reclamation, Hoover Dam, Boulder City, NV. The required software maintenance support consists of 1) iGlobalCare Support Contract for Full Function SCADA Server Developement. 2) iGlobalCare Support Contract for Full Function SCADA Server Runtime 3) iGlobalCare Complete Webserver 4) iGlobalCare Support Contract for Full Function SCADA Server Runtime 5) iGlobalCare Support Contract for Full Function SCADA Server Runtime 6) iGlobalCare Support Contract for View Client Developement 7) iGlobalCare Support Contract for View Client Runtime Ver 7.0 NT. This maintenance agreement will run from date of award through one year. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. BW2 Solutions is the only known authorized representative for Intellution in the state of Nevada for iGlobalCare Support. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling similar requirements via email to joann.ancheta@gsa.gov by 5:00 PM PST on October 10, 2001. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
