Description
This CBD Notice is issued to modify the notice posted on September 25, 2001. The information is modified as follows: The method of issuance/distribution of the solicitation and amendments for this project has been changed. Directives preve nt us from posting the solicitation and associated documents on the Internet. Therefore, this solicitation will be issued o nly by CD-ROM after October 9, 2001. CD-ROMs will only be mailed to interested parties registered on the Planholder?s List for this project on the NAVFAC E-Solicitation web site at http://www.esol.navfac.navy.mil. There is no charge for the CD-RO M. Amendment to the solicitation will be issued either via e-mail or mailed to Planholder?s, depending on the size of the a mendment. The full text of the CBD Notice, posted on September 25, 2001, as revised by this notice is as follows: The Paci fic Division, Naval Facilities Engineering Command, Acquisition Department (ACQ0241), intends to issue a solicitation for an OMB Circular A-76 Cost Comparison Study for work currently being provided by the Marine Corps Base Hawaii (MCBH), Kaneohe, Hawaii. This acquisition will comply with the procedures prescribed in Office of Management and Budget Circular No. A-76, t he Commercial Activities (CA) program. This A-76 cost comparison study will examine the possibility of converting Government in-house operations to contractor operations. This solicitation may result in the award of a combination Firm Fixed-Price ( FFP) and Indefinite Quantity (IQ) type contract with Award Fee provisions. This solicitation will be issued on an unrestrict ed basis. The North American Industry Classification System (NAICS) Code is 561210 (previously SIC code 8744). The applicab le size standard is $20 million. The period of performance includes a 12-month base period with 4 options to extend the te rm for a total period not to exceed 60 months. If the contractor is the successful service provider as a result of the cost comparison, the estimated date of contract award is October 2002 with full performance starting January 2003. Following the selection of a Best Value contractor, a cost comparison to determine the feasibility and economy of converting the work cur rently performed by Government personnel to contract performance will be conducted. A contract will not be awarded unless th e costs of contracting are lower than the costs of continued Government performance by a minimum cost differential of the le sser of 10% of in-house personnel-related costs or $10 million over the performance period. Government personnel adversely a ffected by conversion of government performed services to contract have the Right of First Refusal for jobs for which they a re qualified. Service requirements include the following: (1) Program Management and Support Services, (2) Pest Control Ser vices, (3) Custodial Services, (4) Grounds Maintenance Services, (5) Transportation Services, (6) Buildings, Equipment and S tructures Maintenance/Repair and Minor Construction and Alterations at MCBH Kaneohe Bay and Camp H.M. Smith, (7) Electrical Distribution Services, (8) Water Supply Services and (9) Wastewater Services. These services cover all locations of MCBH, C amp H. M. Smith, Puuloa Training Facility, Manana Family Housing, Pearl City Warehouse Annex, Waikane Valley Impact Area, Ma rine Corps Training Area Bellows and Molokai Training Support Facility. A pre-proposal conference/site visit will be held 2 2-23 October 2001. Failure to submit names in a timely manner may preclude your firm's inclusion in the site visit. It is the Government's intention to issue this solicitation electronically through the I nternet at http://www.esol.navfac.navy.mil and at www.fedbizops.gov . The entire solicitation will be available after 09 Oct ober 2001 for viewing or downloading. All interested parties are advised to register in E-Sol as a plan holder. Those who previously registered for this solicitation, in response to a Sources Sought notice posted on 13 April 01, must re-register. This will normally be the only method of distribution of amendments, therefore it is the offeror's responsibility to perio dically check the web sites for amendments to the solicitation. Prospective offerors are encouraged to subscribe to both web sites.
