Description

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM FAR 42.1502 directs all Federal Agencies to collect past performance information on contracts. In accordance with FARS Deviations 98-03 and 99-03, contractor performance must be evaluated and recorded for all contracts exceeding $5 million ($1 million for Information Technology and Services contracts). The deviation prescribes the elements of contractor performance that must be evaluated, as well as the ratings to be applied to each element. DLA and DSCP are implementing a new system, the Contractor Performance Assessment Reporting System (CPARS). CPARS will ensure source selection teams have detailed assessments of contractors' past performance. Each CPARS assessment is based on objective criteria and will be supported by program and contract management data. The acquisition team will perform an evaluation of the contractor's work at the end of each annual performance period through the life of the contract. CPARS promotes contractor involvement during the evaluation process by offering the contractor the opportunity to review and comment on the ratings given by the assessing official. The data gathered in CPARS will feed into the DoD Past Performance Automated Information System (PPAIS). PPAIS provides a single repository for contractor past performance report cards collected across DoD. Access to PPAIS is restricted to those individuals with an official need to use the automated system. Contractors must be registered in the Central Contractor Registration system to establish a user account. Access will allow contractors to view only their own information.
