- This is a notice to award a Sole Source Purchase Order to the Department of Economics, California State University,San Bernardino, San Bernardino,CA. Dr. Kazim Konyar & Dr. Ricard Howit initially developed the United States Agriculture and Resource Model (US ARM).The contractor's prior experience provides them with a superior understanidng of the requirements. To use any other source besides Drs. Konyar & Howit would not be in the best interest of the Government since the US ARM has been exclusively developed and designed by thme. Dr. Konyar & Dr. Howit will expand the USARM model to include fruits/vegetables and international trade components to improve its capability in estimating impacts on farmers and consumers, crop production, export, and environment associated with exiting/proposed trade regulations and policies. Make the new updated/extended version of the USARM available or any office within the agency and training necessary to run the model. There are eight (8) tasks to be performed under this contract. Task 1) Expand the US ARM specification to include regional fruit, vegetable and sugar beet production. Task 2) Obtain or estimate elasticties of demand for the expanded crop categories. Obtain elasticites of substitution for the inputs in the new crop categories. Task 3)Recalibrate the expanded US ARM for the new crop definitiions and production values. Task 4) Test the expanded US ARM for consistent policy reponse, for example, supply elasticities for crop input and derived demand elasticities for selected inputs. Task 5) Expand the US ARM specification to incorporate the impact of different trade scenarios on the model response. Based on the trade scenarios below, some input costs need to have proportion of subsidized cost defined as a separate variable by region and crop. Task 6) Show how trade policies defined by EPA stgaff can be defined by changing parameters and contraints on ARM. Additional scenarios Task 7) Deliver a working ersion of the US ARM GAMS code to EPA together with sufficient documentation to run policy scenarios on the model. Task 8) Respond to questions from EPA staff on the result of runing the US ARM for trade policies defined by EPA staff. This is a Simplified Acquisition with an estimated value of $67,523.00. Under the Simplified Acquisition procedures for other than full and open competition authorized by FAR part 6.302-2, is neither a request for proposal nor a solicitation for offers.
