DESCRIPTION : (SEE Note 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis with; FLIGHT SAFETY INTERNATIONAL ; PO BOX 237 ; SAVANNAH, GA ; 31402. G1 VC-4 PILOT INITIA L FOR 2 STUDENTS. This training has been tailored to meet the needs of USCG personnel and covers specific blocks of applicab le instruction directly related to job tasking. Non-negotiable dates are 10-29-01 to 11-09-01. Interested persons may ident ify their interest and capabilities, A list of classes needed are as follows : Applicable FAR clauses for solicitation are a ttached. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regul ation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the o nly solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this e ntire notice, the instructions herein. HOW TO RESPOND: In order to compete for this project, interested parties must demons trate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 4:0 0 PM, ET, OCT. 22, 01. Past performance history (current or within the last 18 months) on projects similar in scope and natu re, with specific references (including project identifier/contract number and description, period of performance, dollar am ount, client name and current telephone number). References will be checked to validate the information provided and to det ermine reliability/dependability. Key personnel, (those who would have the primary responsibility for performing and/or man aging the project), with relevant qualifications and specific experience. Cost Proposal: provide Firm Fixed-Price, broken o ut by labor hours, labor category, materials, and other direct costs. Offerors must submit an original and two copies of th e proposal to Jason Stieber, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 205 93. Electronic transmissions to jstieber@comdt.uscg.mil are acceptable, but must be timely. Proposal Evaluation Criteria: (1) Price and price-related factors. (2) Technical. (3) Past performance of your organization, including adherence to sche dules and budgets, the acceptability of previous products delivered, effectiveness of program management, and the offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. This will be a Best-Value award determination. Technical factors will be taken under consideration, but price and past performance a re far more important.
