- Sources Sought For Rough Terrain Container Handler (RTCH) US Army Tank-Automotive and Armaments Command (TACOM) PM, Construction Equipment/Materials Handling Equipment (AMSTA-DSA-FP-CE) Warren, MI 48397-5000 Attention: Jeff Kubik, Assistant Product Manager (APM) Email: kubikj@tacom.army.mil TACOM is seeking information from potential sources for a future Commercial Off-The-Shelf (COTS) procurement of Rough Terrain Container Handlers (RTCH). The RTCH is a variable-reach container handler truck to be fielded in support of the Army's cargo transfer and ammunition handling operations. Listed below are the minimum capabilities of the RTCH: -- Pick, move and stack 20 and 40-foot ISO freight containers weighing at least 50,000 pounds using one, single, adjustable tophandler -- Capability to lift minimum of 40,000 pounds in a fork lift configuration -- Stack containers 3 high -- Conduct container operations over unimproved, "ROUGH TERRAIN" surfaces including beach sand, mud and snow -- Transport worldwide by: -- Highway: with the RTCH mounted on the Heavy Equipment Transporter System 1070/M1000 Trailer, the total height shall not exceed a height of 13'6" to be transportable on state highways with special permits -- Air: a fully assembled RTCH shall be transportable in C5 and C17 prime mission cargo aircraft -- Rail: the RTCH shall be capable of transport by rail on 50-inch high railcars, meeting the Department of Defense Strategic Rail Corridor Network (STRACNET) clearance diagram -- Marine: the RTCH shall drive onto and be transportable on the Landing Craft Utility (LCU) 1646 and LCU 2000 lighters and the Logistics Support Vessel (LSV). Information is desired on currently available off-the-shelf rough terrain container handlers. Commercial brochures with specifications, pictures of hardware, lists of major equipment/parts, equipment capability data, and price/cost data are desired in the response. Responses should be sent to the above address within 45 days of the date of this announcement. No telephone inquiries will be accepted. Questions and inquiries may be sent to the email address above. Any additional comments and/or questions on the RTCH capabilities are welcome. Proprietary information submitted will be protected when so designated. No reimbursements for any costs connected with providing TACOM this information will be made.
