Description
The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate, on a sole source basis, with COMSAT Mobile Communications, 6560 Rock Spring Drive, Bethesda, MD 20817, to modify existing contract N00039-99-D-3201. The contract will be modified as follows: (i) allow SPAWAR to order up to approximately 57 additional monthly leases of INMARSAT channels for the period January 2002 through June 2002, (ii) provide channel connectivity, including operations and maintenance, from the AOR-W Land Earth Station to NCTAMS LANT, VA for an additional 24 channels through June 2002. Negotiations will be conducted pursuant to the statutory authority of Title 10. U.S.C. Section 2304(c)(1), only one responsible source, as implemented by FAR 6.302-1(a)(1). COMSAT Mobile Communications is the only responsible source for this additional capacity because the fleet's operational requirements will be significantly adversely impacted if service cannot be continued through the incumbent. The current contract allows the Navy to order up to 132 channels until 31 December 2001, after which the maximum number of channels will drop to 75. RFP number N00039-01-R-3204 for the follow-on contract was released on 3 October 2001. Service on the new contract is not expected to be available until approximately April 2002 at the earliest. Given the current world situation, it is vital to extend the availability of these channels until such time as the successful offeror on the new contract can have service fully operational. The estimated value of this contract modification is approximately $9 million if all additional items are ordered.
