- Description
- Sources Sought Notice. The U.S. Department of Commerce (DOC), Nation al Oceanic and Atmospheric Administration (NOAA), intends to solicit for Ge ographic Information Systems and Remote Sensing software programming for th e National Operational Hydrologic Remote Sensing Center (NOHRSC), National Weather Service (NWS) in Chanhassen, MN. The NOHRSC processes AVHRR and G OES satellite data sets, airborne gamma survey data and ground-based hydrom eteorological data sets in real-time from the U.S. and Southern Canada to g enerate a wide variety of operational image, raster, and alphanumeric snow information products for NWS hydrologic forecasters, water supply managers and others. The solicitation shall be issued as a Request for Proposal (RF P) for a fixed-price requirements type contract for a base period and four option periods. The requirement shall be for the design, development and i mplementation of software in support of the following NOHRSC programs: Snow Data Assimilation System (SNODAS), Operational Products Processing System (OPPS), Satellite Hydrology Program and operational snow mapping, Integrate d Hydrologic Automated Basin Boundary System (IHABBS), Linux Systems Admini stration and GIS support. All software programs used at the NOHRSC, operate within the in-house GIS/RS environment. The NOHRSC designed, developed an d implemented the Geographic Information System/Remote Sensing (GIS/RS) pro gram in the mid 1990's. All software deliverables and/or operational enhan cements must be compatible with GIS/RS. SNODAS is an energy-and mass-balan ce, spatially-uncoupled, vertically-distributed, multilayer snow model for operational use at moderate spatial resolution and high temporal resolution that will assimilate hydrometeorological and snow pack data from satellite , airborne and ground-based sources and analytical data from mesoscale atmo spheric models. The contractor shall complete the implementation and integr ation of SNODAS and design, develop, and implement a web-based mechanism th at will enable analysis, manipulation, and viewing of SNODAS products and d ata sets on demand as defined by the end user. The NOHRSC is mandated to de velop and deliver areal extent of snow cover, snow water equivalent, and re lated snow information products for the coterminous U.S. Alaska, and parts of Canada that drain into the U.S. The contractor shall be required to ma intain the OPPS software in a 24x7 operational state and enhance and improv e it as needed. The NOHRSC manages the NWS satellite hydrology program and uses OPPS to ingest and process GOES and AVHRR satellite data and to map t he snow cover of the coterminous U.S., and Alaska. The NOHRSC snow mappin g program requires capabilities with GIS/RS, Arc/Info, IDL and OPPS snow ma pping techniques. The contractor shall be required to maintain the (IHABB S) in a bug-free, operational state and provide user support. The contract or shall be responsible for administering a networked computer system that consists primarily of Linux on x86 hardware. Other systems include: Linux on Alpha, Open BSD, Windows 98/NT, and HP-UX 10.2/11/0. The contractor shal l be required to provide maintenance and enhancements to all NOHRSC GIS pro grams and data sets such as IHABBS, river basin and elevation data, and the Unit Hydrograph. All software must be compatible with GIS/RS. The propose d acquisition is for services for which the Government intends to solicit a nd negotiate with only one source, Vector Vision Corporation, Edna, MN., un der the authority of 41 USC 253(c)(1). Vector Vision is the only source kn own to have the specific experience and knowledge needed to successfully su pport the NOHRSC in the areas noted above. This announcement is not a requ est for competitive proposals. Interested parties are encouraged to respon d to this announcement within 15 days of its publication and shall submit i n writing, its name, address, point of contact, telephone number, business size and a statement regarding its capability to provide the specified serv ice, and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided the speci fied services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted t o the address stated herein or may be faxed to (816) 426-7530, attention Ja ckie Shewmaker. There is no solicitation available at this time. A determi nation by the Government not to compete this acquisition is solely within t he discretion of the Government. The contract will be an indefinite-deliv ery contract with fixed labor rates. The Government will submit tasks to t he contractor, subject to negotiation, that define the required services to be undertaken. The contractor shall provide all the required project mana gement, software engineering analysis, design, programming, testing, docume ntation to support the analysis, planning, and integration of the software development tasks into the NOHRSC systems. The period of performance is fr om June 10, 2002 through June 9, 2003 for the base period, and four option periods of one year each. Exercise of each option year is at the Government 's discretion. This acquisition is 100% set-aside for small business. The NAICS code is 541512.
