Description
This is a Request for Information (RFI), for planning purposes, in ac cordance with the FAR Clause 52.215-3. The draft Statement of Objectives (S OO) will cover workload primarily for the repair, overhaul and modification of J85 Management of Items Subject to Repair (MISTR) items. Occasionally, J85 series engines may require depot repair, overhaul and modification. W orkload will support Air Force, Navy, NASA, and FMS (Foreign Military Sales ) requirements. The contractor shall stock, store and maintain component p arts to support MISTR, engine, common and special tooling, fixtures, test/s upport equipment and shipping containers. Navy engines, accessories and co mponents which have common application on USAF engine models shall be overh auled or repaired In Accordance With (IAW) the requirements of the applicab le documentation listed in this Technical Requirements Document (TRD). Spe cial reporting shall be required to provide data for the Reliability Center ed Maintenance (RCM) program. Three (3) support areas : (I) Overhaul; (II) Repair; (III) Modification. The proposed contract will be for two (2) bas ic years and five (5) one (1) year options, which entails the complete mana gement and refurbishment of engine parts, engine, all accessories at depot level for scheduled and unscheduled maintenance, and logistical support req uired to sustain field level maintenance (Retained Tasks) with Just-In-Time deliveries at ten stateside bases ( Laughlin AFB, Sheppard AFB, Randolph A FB, Columbus AFB, and Vance AFB, Holloman AFB, Moody AFB, Beale AFB, Whitem an AFB, Edwards AFB) as well as Navy, NASA and FMS customers. Until the T- 38, T-2, F05 and OA-37 aircrafts are retired from service completely, suppo rt will be required for the remainder of the J85's proposed lifespan to mee t demands of the USAF, NAVY, NASA, and FMS. All interested, capable, and re sponsible offerors that wish to respond to this RFI are encouraged to follo w these procedures: (1) Request a copy of the draft Statement of Objectives (SOO) which will be available by 23 Oct 01, from the issuing office by sen ding an e-mail using internet protocol to the Contracting Officer at: Diana .Carreon@tinker.af.mil; (2) provide a single spaced 20-page White Paper to include an explanation of Technical Capability, Facilities, Skill of Workfo rce, Availability of Workforce and Quality Approach (e.g. ISO 9000) as a wa y of demonstrating your capability and understanding of the proposed requir ement; (3) identify any proposed team participants; and (4) submit the comp leted document with SOO comments, related past performance background and j oint venture/subcontractor capabilities (three references of recent and rel evant background-capability/capacities), and a Rough Order of Magnitude (RO M) of the estimated cost to support this effort. On the basis of your respo nse the Government will evaluate the respondents capability to perform this effort; the extent of potential competition; the estimated budgetary cost of this proposed effort; and determine whether changes should be made to th e SOO or the acquisition strategy. An Early Industry Day (EID) and Presolic itation Conference will be held tentatively, on 15 and 16 Nov 01, respectiv ely. Time and location has not been determined. The Draft RFP will be avai lable by 2 Nov 01, and a copy can be requested from the issuing office by s ending an e-mail using internet protocol to the Contracting Officer at: Dia na.Carreon@tinker.af.mil. The purpose of this two (2) day meeting is to e stablish contact with industry representatives to discuss issues, draft RFP , answer questions/e-mails and refine the J85 program for acquisition plann ing. Accommodations are the responsibility of each Contractor. Due to limited seating, participation will be limited to two (2) represent atives per organization. Recommend one technical and/or business representa tive. Should the number of interested participants exceed the capacity of t he room and to ensure an effective interchange the Government reserves the right to restrict the number of industry participants. Minutes will be prep ared and provided. The Government reminds industry that this repair, overha ul and modification of J85 Management of Items Subject to Repair (MISTR) it ems initiative is solely a "market research" initiative at this time to det ermine an acquisition approach for this program. Nothing said or implied du ring the RFI process, the EID meeting or the Presolicitation Conference in general shall be construed to commit the Government to any further action o r particular course of action on this initiative. Furthermore, nothing said or implied during this process shall in any way obligate the Government to contract with or otherwise enter into any agreement with any particular in dustry participant or participants. Any actions taken by an industry partic ipant, or any resources expended by an industry participant as a result of these discussions during the RFI, the EID meeting, or Presolicitation Confe rence, are solely at the risk and expense of the participant. The Governmen t shall not be liable of those actions or expenses. No award can be made fr om your response(s), and the responses will be handled as business/technica l proprietary data. This RFI and EID are being conducted in accordance with Public Law 103-355. The information bei ng solicited is expressed as a Statement Of Objectives (SOO) for a Repair/O verhaul/Modification services for the J85 Engine, as outlined in FAR 15.201 .
