Description

The U. S. Robert Morris Acquisition Center at White Sands Missile Range, NM is soliciting for non-personal services to provide personnel, management, operation, maintenance, engineering, analysis, intelligence, training and security support for the Army Te st and Evaluation (ATEC) Threat Support Activity (ATSA). The majority of the support will be at Site Monitor and Briggs Air Field, Fort Bliss, TX with a satellite site at Fort Polk, LA. Temporary sites may be required throughout the United States and in fo reign countries. The proposed contract is being solicited under full and open competition and will be negotiated under best-value procedures. The contract will be a fixed price level of effort, award term, award fee with a cost reimbursable line item. The cost line item is included for those costs that can not be forecasted: travel, equipment and materials. An award-term provision with a potential performance period of fifteen years will be included in the contract. In accordance with the Award Term Clause, a base period of three years will be awarded. Options for an additional 12 years will be included. Exercise of years 4 and 5 will require a performance rating of Very Good. All options after that point will require performance ratings of Excellent. There will also be an award fee provision. Technical/management proposals will require an oral presentation. A site visit was conducted 11 and 12 September 2001. Issue date of the solicitation was 05 Oct 2001 with a closing date of 06 Nov 2001, 1600 hours.
