Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and bids are being requested. A written solicitation will not be issued. The solicitation number is DAKF23-02-Q-0002 and it is issued as an RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circu lar 97-27. This solicitation is 100% set-aside for small business. The NAICS code is 81131 and the small business size standard is $5.0 million. The schedule for pricing, performance work statement and equipment listing can be viewed on the Directorate of Contracting web site at www.campbell-doc.army.mil. The following provisions and clauses are applicable to this RFQ: The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The addendum to the provision at 52 .212-1 deletes paragraphs (d), (e), (g), (h), and (i). All offerors shall include pricing for the base period and each option period. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. Award will be based on lowest total price for the base period and option periods. Award will be made to the responsible bidder whose bid is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price related factors. All offeror s shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer (copies can be found on Director of Contracting web page). The clause at 52.212-4, Contract Terms and Conditions Com mercial Items, is applicable to this acquisition. The addendum to the clause at 52.212-4 incorporates clause 52.219-6, Notice of Small Business Set-Aside. Wage Determination 94-2187 Rev 16, dated 05/31/2001 can be viewed on the Directorate of Contracting web page. The data required for clause 52.222-42, Statement of Equivalent Rates for Federal Hires is provided as follows: (Heavy Equipment Mechanic, 23430, $16.94). The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Exe cutive Orders Commercial Items is applicable to this acquisition. The following additional FAR provisions/clauses are applicable to the acquisition: 52.215-5 Facsimile Proposals; 52.232-19, Availability of Funds for the Next Fiscal Year; 252.204-7004, Required Central Contractor Registration; 52.252-1, Clauses Incorporated By Reference; 52.217-8, Option To Extend Services; 52-217-9, Option To Extend the Term of the Contract.
