Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm, fixed price contract for janitorial services to be performed at the Blue Marsh Lake Recreational Facility located in Berks County, Pennsylvania (near Leesport). The contract will be awarded for an initial year starting December 1, 2001 and ending November 30, 2002, with an additional four (4) option years exercisable by the government if found to be in its best interest. Award will be made to the offeror whose proposal offer s the best value to the Government in terms of the factors stated in the Solicitation. ALTHOUGH COST IS ONE OF THE FACTORS TO BE EVALUATED, IT IS NOT AS IMPORTANT AS TECHNICAL COMPETENCE. AWARD OF A CONTRACT WILL NOT BE BASED SOLELY ON A LOWEST COST BASIS. The majority of the contract work will be confined to approximately 150 acres of developed recreation area located within the 6,200 acre Blue Marsh project area. Services to be provided under this contract will include cleaning of and trash removal for: a bathhouse (1632 sq. ft.), a first aid room (198 sq. ft.), four (4) comfort stations (448 sq. ft. each), two (2) boat launch comfort stations (256 sq. ft. each), a ranger station (1118 sq. ft.) and a visitor's center (1095 sq. ft.) as well as outdoor pic nic facilities and parking areas. In order to submit a proposal for this requirement, prospective contractors must attend the Site Visit scheduled to take place on Thursday, November 1, 2001 starting at 9:00 a.m. at the Blue Marsh Lake Ranger Station. The website also contains gen eral information about the Blue Marsh facilities. A complete Statement of Work and other information will be contained in Solicitation Number DACW61-02-R-0001, which is expected to be posted at https://ebs.nap.usace.army.mil on or about October 15, 2001. No written, telephoned or faxed requests from Contractors will be accepted and no hard copies of this solicitation will be mailed. In order to submit an offer, Contractors must register on the website and download their own hard copy of the Solicitation. Failure by a Contractor to keep its online user profile updated with current contact information may result in a Contractor's failure to receive, or delay in the receipt of, notification of any amendments to the Solicitation. The closing date for receipt of offers is expected to be close of business (1600 hours) Friday, November 9, 2001. A Contractor must be CCR registered to be eligible for award. The North Atlantic Industrial Classification System Code (NAICS) for this procurement is 561720 with a small business size standard of $12.0 million in annual receipts.
