- This correction excludes the Financial Capability Information from the five page limit. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors capable of performing a performance-based multi-function regional service and management support contract for Resident Officer in Charge of Construction, Pearl Harbor, on Oahu, Hawaii. Estimated cost of this potential contract is over $10,000,000 per year. The contract term, if awarded, will be a base period plus six option years. The total term of the contract, including all options, will not exceed 84 months. The NAICS Code for this proposed procurement is 561210 and the annual size standard is $20.0 million. The proposed contract is being considered for 100 percent set-aside for small business (SB). If adequate numbers of qualified responses are not received, the Government may consider another acquisition method. The information provided in this notice is currently being drafted and may change. Interested sources must submit a Statement of Capability (SOC), not more than five pages long (excluding financial capability and past performance information) using 12-point font, within 14 calendar days of the date of this notice. The SOC shall include the following: (1) Full name and address of the firm; (2) Year firm established; (3) Names of two principals to contact, including title and telephone number; (4) A positive statement of eligibility as a small business concern under NAICS Code 561210, Base Maintenance; (5) Statement regarding the firm?s capability to provide service support in the following key functional areas: (a) Custodial; (b) Transportation; (c) Solid Waste Management and Disposal (including hazardous material); (d) Air Conditioning Maintenance and Repair; (e) General Building Maintenance and Repair; (f) Specialized Equipment Maintenance and other related real property and facilities services at various Navy installations on Oahu, Hawaii. This work also includes work reception, routine and emergency service calls, and indefinite quantity and collateral work. Indefinite quantity work involves maintenance and repair and alteration work not covered by routine services; (6) Management Capability ? Statement regarding the firm?s capabilities to successfully manage a multi-functional contract of similar size and complexity. Include prior experience of key company personnel both in the prime organization and all planned subcontractors, experience in mobilizing and managing a large workforce, and experience and expertise in providing financial management support in a contract that contains multiple customers and multiple funding streams; (7) Financial Capability ? Information relative to your capability to finance and manage a service contract in excess of $10,000,000/year. Include information from income statements, balance sheets, credit lines, etc. that demonstrate the firm?s capability to handle short-term cash flow issues while managing a contract of this size; (8) Past Performance ? Information relative to past performance on contracts of this type. Quality of work previously performed and the relative capability of the firm to effectively accomplish the work requirements of a contract similar to the one proposed will be assessed based on references provided by the firm, customers known to the government, and any other source that may have useful and relevant information. Include information for similar contracts currently in progress or completed within the last three years. Include the following information (Government or commercial): (a) Contract Number and Title; (b) Name of Contracting Activity; (c) Administrative Contracting Officer?s Name and current telephone number; (d) Contracting Officer's Technical Representative or Primary Point of Contact name and current telephone number; (e) Contract Type (e.g., firm fixed price, cost plus, indefinite quantity, or combination); (f) Period of Performance (start and completion dates); (g) Contract Value per year (indicate amounts for firm fixed-price, indefinite quantity, award fee, etc. separately); (h) Summary of Contract Work. The SOC must be complete and sufficiently detailed to allow the Government to determine the firm?s qualifications to perform the defined work. Interested parties may submit their responses with three copies sent to Resident Officer in Charge of Construction, Naval Facilities Engineering Command (Code R120), 4262 Radford Drive, Honolulu, Hawaii 96818-3296. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This Sources Sought Synopsis is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical, past performance, and experience information, and a price proposal for evaluation by the Government. Estimated award date for this potential contract is 09/01/02.
