- DUE: 29 October 2001 POC: Richard Baker (843)218-4437 DESC: Request for Information (RFI) -- The Space and Naval Warfare Systems Center (SPAWAR) Charleston, is seeking information concerning commercial, off-the-shelf (COTS) Crisis Information Management Software (CIMS) products. The purpose of this RFI is to invite vendors of CIMS products to submit profiles of their products to SPAWAR for consideration or inclusion in a National Institute of Justice catalog of CIMS vendors. The catalog will be published (for information purposes only) at the national level for review by public entities interested in CIMS tools. All information received will be treated as public knowledge, therefore, vendors should not submit proprietary information in response to this RFI. The focus of this RFI is on software that supports management of the crisis event information at an Emergency Operations Center (EOC). As examples, the tools may include the following functionality: 1) the ability to record and display the status of events and resources; 2)support of rapid and efficient communications and data transfer between remotely located agencies; 3) store event information into a database for subsequent search, retrieval, and reporting; 4) integration with mapping applications with the ability to show the location of key events and facilities. The availability of CIMS tools is needed to support emergency operations and budget profiles of small communities as well as the large metropolitan areas. CIMS tools would normally be designed to operate on a small to large network owned and maintained by various levels of government. Some agencies may benefit from web-served solutions that do not require them to install and maintain a network for an application that is used infrequently. The software should be an open design to support integration into common network configurations. This announcement is for information gathering purposes. Submittals: Respondents are welcome to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc. Submissions should include pertinent company information, including contact person, phone number, fax number and email address. This RFI is for planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited.
