Description
The Bureau of the Census (BOC) intends to negotiate a sole source contract, under the authority of 6.302-1, with Pembroke Consulting, Inc., Philadelphia, PA. Pembroke is uniquely qualified to assist the BOC's Economic Directorate with its efforts to identify and study how and if the changing environment in supply chains is leading to mismeasurement of basic data in supply chain industries. This work will continue and build on previous research that has identified potential gaps and overlaps in data that we provide to the Bureau of Economic Analysis for computation of the National Accounts and use in the Input/Output Tables. The staff of Pembroke under the direction of Dr. Fein, Ph. D. is uniquely qualified to assist the BOC with this analysis because they have demonstrated a firm grasp of the fundamental production function based classification concepts of the North American Industry Classification System in recent work they have performed for the BOC and the National Association of Wholesaler-Distributers. It is the Government's belief that Pembroke Consulting, Inc. is the only company that has a strong focus on current distribution and supply chain issues relative to changes brought on by electronic commerce in such a wide variety of industries. Also, Pembroke possesses a diverse client base that has given them additional understanding of supply chain business issues in industries ranging from printing paper, electrical products, automotive parts, laboratory supplies for an example. This real-world comparative knowledge of specific industries and companies will help the BOC design methodologies and procedures that correctly reflect the rapid changes in business models of companies in the wholesale, retail and transportation sectors. The period of performance for the requirement is from date of award through September 30, 2002 with the option to extend the period of performance for 2 additional 1 year periods. Interested contractors shall respond, in writing, showing clear and convincing evidence that competition would be advantageous to the government. In doing so, interested contractors must submit technical capabilities, pricing and other information that demonstrates their ability to meet the BOC's needs. Detailed capabilities must be submitted to the above address to the attention of Gloria Smith and reference 52-SOL-02-01-GS. No telephone responses will be honored. This synopsis is not to be considered a request for proposals. No solicitation document is available. No contract will be awarded based on offers received in response to this notice. If no affirmative written response is received within 15 days from the date of this synopsis, a sole source contract will be issued to Pembroke Consulting, Inc. without further notice.
