- Background "SYNOPSITATION FOR ROAD SALT This is a combination synopsis/solicitation for Commercial items to be procured for Wright-Patterson Air Force Base. Period of Performance is 1 Nov 01 -- 31 Oct 02. Four One-year options may be awarded. NAIC Code 325998 size standard 500 Employees. Proposed acquisition is for Full and Open Competition. A Firm Fixed Price Indefinite Delivery Indefinite Quantity (ID/IQ) type contract is anticipated for Road Salt for ice removal. The Road Salt shall be free from dirt, fibers, lint, trash or other foreign matter. This requirement includes and covers provisions for all material, labor, equipment and transportation necessary to deliver Road Salt in accordance with the Statement of Work. The Request For Proposal, Statement of Work, Past Performance Questionnaire and wage determination will be posted on the ASC PreAward Information Exchange System (PIXS) at Wright-Patterson Air Force Base, Ohio (https: www.pixs.wpafb.af.mil) approximately 11 Oct 2001. NO HARD COPIES WILL BE SENT. A registration page will be attached to the web site. If you would like to receive notice of any amendments and/or addendum that may be issued to the solicitation, you may register. If you do not register, it is your responsibility to review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Bids prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Potential offerors should use established channels to request information, pose questions, and voice questions before resorting to use of the ombudsman. No telephone requests. Facsimile or alternate proposals are not acceptable. The complete proposal package including the Prices Quoted and Past Performance Questionnaire are due 16:00 p.m. EDT on 25 Oct 2001 and must be submitted to Denise Smith, ASC/PKWOSA, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
