File 1: [Description: NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE AGREEMENT: Negotiations are being conducted with St Joseph's Center, 204 Hampton Dr., Venice, CA 90291 to furnish representatitve payee services to approx. 120 patients undergoing treatment in the Dual Diagnosis Treatment Program at the VA Greater Los Angeles Healthcare Center. Payee duties: Receive patients disability income and make the final decision about disposition of funds; Identify patients in whom disability income facilitates drug use that worsens the patient's illness; Ensure that disability funds are used to provide decent food, clothing and shelter, and that they are not used to purchase drugs that worsen symptoms; Develop a budget for each patient and monitor the patient's income and expenses; Teach the patient basic money management skills. Anticipate Solicitation issue date on or about October 29, 2001 with a response date on or about November 29, 2001. Negotiations will be conducted for a Base year with four (4) one-year options.
