PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: M -- Operation of Government-Owned Facilities OFFADD: U.S. Army Operations Support Command, Attn: AMSOS-ACA-R, Bldg. 350, 5th Floor, Rock Island, IL 61299-6000 SUBJECT: M -- OPERATION AND MAINTENANCE OF A GOCO SOL none DUE 102501 POC Contracting Officer: Kathryn Ortel (309) 782-6090 DESC: HQ OSC intends to make sole source awards to Olin Corporation for the Operation and Maintenance of Badger Army Ammunition Plant for Apr 2002 through Mar 2007 for the following types of efforts: sanitary waste treatment plant, potable water supply, steam powerhouse, and ground water treatment, energy conservation, government staff support, support of Forestry, Fish and Wildlife, and Agricultural programs, historical preservation, demolition and decontamination of hundreds of buildings containing residual explosives, MIIF, LIF (disposal), support for laboratory services and utilities supplied to others, and executing special projects for environmental restoration. The clean-up projects will consist of the removal of smokeless powder from in and around production buildings, Ozone Depleting Chemical removal, Polychlorinated Biphenyl contaminated oil removal, removal of propellant and chemicals from the industrial sewers, removal of antifreeze from underground piping, and asbestos decontamination. The sole source awards will be made to Olin Corporation under the authority of a class justification and approval pursuant to FAR 6.302-1. Olin Corporation is the only source that can satisfy the Army's requirements. As the operating contractor at Badger Army Ammunition Plant, Olin Corporation has developed extensive historical and physical plant knowledge and unique and critical working relationships with the Wisconsin Department of Natural Resources, as well as the Army Corps of Engineers and their restoration contractor. Olin Corporation is currently operating an in-house chemical analysis laboratory at Badger Army Ammunition Plant, handling the most extensive groundwater-monitoring program in Wisconsin. This is done under State and U.S. environmental Protection Agency (EPA) orders for the Department of Defense, as well as doing similar work for Fort McCoy in Wisconsin. Because of the ongoing environmental remediation efforts and cleanup of production facilities at the plant, it is imperative to retain Olin Corporation as the operating contractor to perform the above-mentioned projects, in order to avoid unacceptable delays and duplication of costs as well as unacceptable disruption to ongoing projects.
