Description

Pre-Solicitation Notice for a Best Value Construction Services Task Order Contract (TOC). The USP&FO for Arkansas are contemplating a solicitation for multiple year maintenance, repair and construction service contract. This will replace an existing TOC that is about to exceed maximum contract funding. The main-base contract shall be for one base year and four option years. Several General Contractors and Specialty Contractors will be issued the Base Contract and then will compete-bid for the individual Task Orders. The Specialty Contractor categories are HVAC, Plumbing, Painting, Electrical, Data/Communications, Paving-Sidewalks-concrete and roofing. Significant evaluation criteria for the basic contract in descending order of importance are: 1. Past Performance 2. Performance capabilities 3. Project/Technical Management 4. Location in relation to the work site 5. Price proposal on a sample project Individual task orders may be for building construction, paving, paving repair, painting, HVAC upgrade, sidewalk installation and repair, roofing, electrical, data/communication installation -fiber, CAT 5- and etc. Pricing may range from $2,500.00 to $2 m illion per task order. Task Orders will be issued for work to be performed at the: Little Rock Air Force Base, the Air National Guard facilities at the Hot Springs Memorial Airport and Fort Smith Airport, Camp Joseph T. Robinson, Fort Chaffee, other Feder al Facilities in the State and potentially within States that surround Arkansas. All contractors shall have a choice of job site and what size -dollar value- projects they care to bid on. A pre-solicitation meeting shall be held on or about a/o 30 Octobe r 2001, 10:00 am at Fort Smith and 31 October 2001, 9:00 am at Camp Robinson. Solicitations will be issued on or about o/a 30 November 2001 with proposals due 31 December 2001.
