- This is issued in advance of a full and open competition Request for Proposal (RFP) for the acquisition of the GPS III Pre-Acquisition effort. The Government anticipates releasing the RFP on or about November 7, 2001 with a tentative proposal due date of December 21, 2001. The Government will consider proposals from all responsible sources. The solicitation will be released electronically on the secured GPS III website located at https://204.115.181.39/czk. PROGRAM OVERVIEW: The GPS III program objective is to preserve and build on the successes of the Navstar Global Positioning System (GPS) by creating a new architecture for the assured delivery of enhanced position, velocity, and timing (PVT) signals, and related services to meet the needs of the next generation of GPS users. The GPS III program includes an integrated space segment (SS) and control segment (CS) system that incorporates the Nuclear Detonation Detection System (NUDET) and defines the Signal-in-Space (SIS) to User Equipment (UE) interface. The system should provide a best value solution with the flexibility to anticipate and respond to future military and civilian needs. The GPS III security infrastructure should provide user access to and protection of the entire system. The GPS III system should facilitate the incorporation of additional mission capabilities (i.e. Blue Force Tracking (BFT), Search and Rescue (SAR) missions, etc.) that may be defined in the future. The Pre-Acquisition effort will address the following major areas: system definition, risk management and reduction, prime/system integrator study, and program management. =20 SECURITY REQUIREMENTS: This effort will require access to and processing of classified information up to and including TS/SCI (Top Secret/Sensitive Compartmented Information) and SAP/SAR (Special Access Program/Special Access Requirements) security requirements. This acquisition involves data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not yet been accomplished. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-353-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. =20 PROGRAMMATICS: Contractor teams should include members with expertise in all aspects of the GPS system-space, ground control, and user equipment. Efforts should be made to include small and small disadvantaged, service disabled veteran, and emerging technology companies. It is contemplated that up to two (2) $100 million Pre-Acquisition cost plus award fee type contracts will be awarded in March 2002. The period of performance will be approximately 27 months. Although previous announcements (published June 4 and September 25, 2001) stated the Government's intent to conduct a progressive downselect, the Government now intends to conduct a separate full and open competition source selection for the Acquisition and Operations Phase of GPS III. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
