Description

The U.S. Environmental Protection Agency, Office of Research and Development, intends to solicit the services of the China National Environmental Monitoring Centre on a sole source basis. The Contractor shall characterize long-term trends in ambient concentrations of total suspended particulate matter; particulate matter of less than or equal to 10 micrometers; particulate matter of less than or equal to 2.5 micrometers, particulate matter of diameter between 2.5 and 10 micrometers; sulfur dioxide; and nitrogen oxides. This characterization shall be performed for the four Chinese cities of Chongqing, Guangzhou, Lanzhou, and Wuhan. This notice of intent is not a request for quotations. However, any firm that believes it is capable of meeting the EPA requirements may submit technical documentation to establish the potential of complying with the statement of work requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination by the Government not to compete with this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 541620.
