Description
The U.S. Trade & Development Agency (TDA), is seeking qualified web design firms to submit information regarding website re-design and development. In the near future, the TDA is planning to carry-out a major re-design, construction, maintenance, and hosting of the Agency website in a creative and innovative way. With over three million hits on the TDA webpage in less than ten months this year, the Agency wishes to increase the utilization of this important business tool. We wish to provide an informational vehicle that is more user friendly, easier to navigate and read, targeted towards the client, more cutting edge and aesthetically appealing, and, available in different languages for some of our customers: overseas government officials and foreign project sponsors. More specific information regarding our requirement will be provided at the Request for Proposal stage. TDA, located in Arlington, VA, is a small export promotion U.S. Government foreign assistance agency that helps U.S. companies pursue overseas business opportunities. Through the funding of feasibility studies, orientation visits, training grants, and various forms of technical assistance, TDA enables American businesses to become involved in the planning stage of infrastructure and industrial projects in middle-income and developing countries. At this time, TDA would like to exchange information to improve the understanding of the government's requirement and to learn about industry capability. Therefore, TDA encourages companies to submit information such as, capability statements, a portfolio of their work product, sample agreements used for the provision of web site development and design contracts, hourly rates charged for some of the type skills needed for this kind of work, and examples or descriptions of previous projects completed, which should include the website address for the work done. TDA has not yet firmly determined which of the Federal Acquisition methods of procurement will be used for this activity. Based on the types of firms and volume of responses, it is possible, we may select up to ten firms from among those submitting portfolios and other information relating to the following criteria to be short-listed to participate in a limited competition at the Request For Proposal (RFP) stage. General Criteria: Locality- Potential contractors must be located in the Washington Metropolitan Area; Prior experience performing this type work; list website addresses for at least (5) five prior or current website development contracts; describe the work you performed in as much or as little detail as you wish. If you so choose, your discussion could include skill sets of personnel used, length or dates of contract, contract award amount, (actual contract cost, if cost is different from award amount) and contract type used. Explanations may be provided, if you wish to discuss reasons for cost differences or describe cost savings due to innovative ideas or approaches. Business size-We would like to know if you or large or small. Please include information that discusses number of employees or Amount of Gross Revenues averaged over a 3 year period; Eligibility under GSA schedule, if any or eligibility under SBA 8(a) Program, if any. TDA will review all submittals in response to the RFI criteria stated in this notice. Up to ten firms responding to the above mentioned criteria may be contacted and asked to come in for a pre-bid meeting to better determine what the needs of our agency are in order to prepare a response to a RFP that more specifically conveys requirements and the desired results. TDA will advise each respondent in writing, either that it will be invited to participate in a resultant competitive acquisition process or based on the information submitted, that it is, unlikely to be a viable competitor. This RFI is intended to facilitate TDA's knowledge of costs in general for skills sets needed to perform this type work, general delivery schedules and other market information or capabilities for planning purposes. These responses cannot be accepted by the Government to form a binding contract. No phone calls will be honored to individually discuss capabilities or gain further information on this planned procurement.
