Description
This notice corrects the previously issued notice for the NASA/GSFC Program Control and Analysis acquisition. The previous notice stated that the successful contractor's reponsibilities include managing spacecraft flight hardware systems, ground systems, launch vehicles, and research instrumentation payloads and encompasses all phases of project implementation from conceptual studies through definition, design and development, fabrication, integration, launch, preparation for pre and post-launch operations, satellite servicing, data acquisition, processing, distribution, analysis, and archiving. These activities should have been stated as responsibilities of NASA/GSFC and that the successful contractor will support these NASA/GSFC project activities by providing services to include contract management, management information systems, configuration management, scheduling and planning, documentation/library support, accounting and general business in support of the planning, managing, and executing of flight activity in the Flight Programs and Projects Directorate and supporting directorates. The following restates the previous notice with the above noted correction. NASA/GSFC plans to issue a draft Request for Proposal (DRFP) via the internet, on or about October 12, 2001 for Program Analysis and Control support to the Flight Programs and Projects Directorate at the NASA Goddard Space Flight Center, located in Greenbelt, Maryland. The DRFP is being released incrementally. At this time the Government is inviting comment on the draft Statement of Work (DSOW). All draft portions of the RFP, including the SOW, are subject to changes during the solicitation development. Additional incremental releases of the DRFP will be posted on the NASA Acquisition Internet Service (NAIS) as they become available. Interested parties are requested to identify any inefficient or unnecessary requirements, and comment on any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. After careful consideration of all comments, questions and suggestions received, changes will be made to the DRFP where deemed appropriate and a final RFP will be issued. The Goddard Space Flight Center has the responsibility for planning and managing spacecraft flight hardware systems, ground systems, launch vehicles, and research instrumentation payloads. This responsibility encompasses all phases of project implementation from conceptual studies through definition, design and development, fabrication, integration, launch, preparation for pre and post-launch operations, satellite servicing, data acquisition, processing, distribution, analysis, and archiving. To develop and manage projects (present and future) and to respond to its assigned responsibilities, the GSFC requires contractor services to include contract management, management information systems, configuration management, scheduling and planning, documentation/library support, accounting and general business in support of the planning, managing, and executing of flight activity in the Flight Programs and Projects Directorate and supporting directorates. This requirement has been set-aside for firms under the 8(a) business program. The anticipated period of performance will be five years. This will be a performance based contract. The NAICS Code and Size Standard are 561110 and $5,000,000 respectively. The DPAS rating for this procurement is DO-C9. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. The DRFP is not a solicitation for proposals. Do not submit a proposal at this time. Prospective offerors are invited to submit comments or questions to: Klaus D. Sexton at Klaus.D.Sexton.1@gsfc.nasa.gov. This solicitation/synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact. The Government intends to issue a complete draft RFP for industry comment and questions on or about November 15, 2001. Comments will be due 15 days following the release of the complete DRFP. The final RFP will be issued on or about January 20, 2002. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World wide Web (WWW) server, which may be accessed using a WWW browser application.
