Description
The NASA Earth Science Enterprises (ESE) and NOAA National Environmental Satellite Data and Information Service (NESDIS) announce the release for public comment of the draft Global Tropospheric Winds Sounder (GTWS) Science and Operational Data Specification. The draft GTWS Data Specification is attached. The GTWS program is defining an approach to reach the goals stated in the draft data specification. The considered approach would utilize a commercial data purchase to acquire global tropospheric wind profiles for both NASA's climate research objectives and NOAA's operational weather forecasting. The attached draft data specification is the result of the GTWS Science Workshop held February 26-28, 2001, the efforts of the GTWS Science Definition Team (SDT), and a number of numerical experiments and studies. It was developed to identify the minimum requirements for wind data that would be useful for NOAA forecasting models and NASA science investigations (i.e., Threshold Requirements), as well as the optimum data specification (i.e., Objective Requirements). Threshold requirements reflect the SDT view that acquiring wind data meeting this specification will, with high confidence, achieve a noticeable improvement in NASA science and NOAA operational weather forecasts. Objective requirements reflect the SDT view that acquiring wind data meeting the objective specification requirements will, with high confidence, achieve a significant improvement in NASA science and NOAA operational weather forecasts. It is understood by NASA and NOAA that these requirements would be "challenging" to implement given today's technology, but it is our best estimate of the needs of wind lidar data in the next decade and beyond. We welcome comments on feasibility and suggestions for changes to specific requirements based on the current state of technology readiness. NASA and NOAA will consider trade-offs in data specification requirements against the potential impact on future science investigations and weather forecasting capabilities. Comments on the draft data specification will factor into additional experiments and SDT deliberations and may result in a revised GTWS data specification. The data specification, as well as the industry input to the draft specification, will be addressed at a workshop to be held in early 2002. Please submit comments on the draft Data Specification to the GTWS Formulation Manager, Mr. Ron Miller at the address below. All comments shall be submitted by November 16, 2001.
