Description
The U.S. Army Space Command, Space Electronic Warfare Detachment/Big Crow Program Office, at Kirtland AFB, NM, is conducting a market survey to determine the availability and capability of small businesses (to include small disadvantaged businesses and bus inesses under the 8(a) program) to support the project entitled Big Crow Electronic Warfare/Electromagnetics General Support. This is not a request for proposals and in no way obligates the Government to award any contract, nor will the Government compe nsate interested parties for any information that they may provide in response to this synopsis. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. The primary focus of this notice is to identify interested sources for information and planning purposes only. The actual acquisition strategy has not been formulated nor approved at this time. This announcement is open until 3:00 PM Mountain Time, 25 26 October 2001. The North American Industry Classification System (NAICS) 541330 with a Size Standard of $20 million (NOTE: NAICS 541710 has with a Size Standard of 1,000 employees). The Governmen t reserves the right to make any part or all of this requirement a set-aside This requirement will be 100% set-aside for small business. If a contract is awarded for this effort, the Government anticipates multiple awards, one award set-aside for a small business and another for an 8(a) small business.an The anticipated contract type is Indefinite-Delivery, Indefinite-Quantity contract with a not-to-exceed ceiling using task ordering procedures for cost reimbursement, level of effort task orders for a dur ation of approximately five to 7 years consisting of a one-year Basic Period and four Option periods (approximately 12 months each). However, contract type and duration could change. Responses are limited to five pages and are to include in detail the following (as a minimum): name of firm and office submitting the response; contact person (phone, fax and e-mail); a description of the company and its experience relative to the performa nce of this or similar services; name, and expertise and security clearance of personnel that would likely be assigned to this project; and, specific Government contracts the firm is currently performing for the same/similar effort as that set forth herein . The firm must identify its business size and whether designated a Small Business, Small Disadvantaged Business, HBCU/MI, 8(a), Veteran-Owned, Hub Zone, and/or Woman-Owned Small Business. FAR Part 19.1 defines the size standards of a small business. So urces interested in subcontracting opportunities are also requested to submit the information requested above. All subsequent contract awardees would be required to have a local presence in Albuquerque, NM. The primary purpose of this effort to support research, experimentation, training, operational training, testing (incidental to research and experimentation), both developmental and operational testing, and Advanced Concept Technology Demonstrations (ACTDS ) performed by the Space Electronic Warfare Detachment (SEWD)/Big Crow Program Office (BCPO), an Army tenant organization located on Kirtland AFB, NM. The SEWD/BCPO provides support to DoD and US Allies in the areas of weaponry, communications and sensors in the areas of Electronic Attack (EA), Electronic Support (ES), Electronic Protect, Electromagnetic Radiation, Electromagnetic Interference, and Electrostatic Discharge (Ell). The overall effort includes, but is not limited to, analysis, design, development, fabrication, maintenance, test planning, asset acquisition, experimentation, training, repair, integration, operation, and environmental compliance, for Space Electronic War fare Detachment (SEWD)/Big Crow Program Office (BCPO) electronic warfare/electromagnetic projects. Big Crow projects include various types of tests, research and development , experimentation, demonstrations, and training. Assets that may typically be utilized by the SEWD/BCPO include various military and commercial ground vehicles/platforms (both fixed and mobile); all types of aerospace vehicles/platforms; and marine vehicl es/platforms as well as electronic components that are mounted to or on these platforms. Space Electronic Warfare Detachment/Big Crow Program Office (BCPO) and the principal agencies listed above are involved in research and development, Electronic Warfare (EW) investigation, system analysis, test design, test planning, training, dual-use and industrial modernization technologies, hardware/software design, development and fabrication, instrumentation suite design/configuration, integration of equipment, test-bed acquisition and modification individual to supporting an individual research projec t, a test, training, or a demonstration. In addition to the effort outlined above, system safety analysis, reliability and maintainability analysis maybe required on various hardware/systems that are developed under this effort. Environmental compliance support activities are anticipated. Envir onmental support activities may include one or more of the following: tracking and handling of any hazardous materials used or generated by the BCPO, environmental testing of Radio Frequency (RF) and microwave power levels, and environmental analysis to d emonstrate compliance with Federal, State, and local regulations.
