Description
The United States Special Operations Command (USSOCOM), Special Operations Acquisition and Logistics Center, Directorate of Procurement intends to negotiate on a sole source basis with ITT Corporation, 100 Kingsland Road, Clifton, NJ 07014-1993 in accordance with 10 U.S.C. 2304c (1) and FAR 6.302-1; ?Only one responsible source and no other supplies or service will satisfy the agency requirements.? USSOCOM has a requirement for depot level repair, maintenance engineering, failure analyses, supply management and documentation to support the AN/ALQ-211(V), commonly known as the Suite of Integrated Radio Frequency Countermeasures (SIRFC) installed in the AFSOC CV-22 and Army Special Operations Aircraft (MH-47/60). ITT is the only company capable of providing these services. ITT was the only source received for the Advanced Development contract, which was DAAB07-90-C-S008, and Engineering Development contract, which was DAAB07-94-C-M504, awarded competitively for the SIRFC in 1990 and 1994. Thus, ITT is the sole designer and developer of the SIRFC System and possesses unique knowledge and in-depth understanding of the design, operation and maintenance of the SIRFC System. Moreover, the Government does not possess a Level III technical data package for the SIRFC System. Only ITT possesses knowledge of the SIRFC System design which makes it uniquely qualified to perform the requirements of this proposed contract. The government anticipates the resultant contract will be either a seven-year IDIQ contract or an IDIQ contract with a base year and six option periods with a potential contract maximum of up to $30.0M though this may change. All responsible sources may submit a proposal which shall be considered by the agency.
