Description

The U.S. Army, Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ intends to award a modification which will add new work to an existing contract with Fast Track Technologies, Inc., 540 Cedar Drive, Radcliff, KY 40160. The objective of this modification is to establish a tactical munition program for TERM and coordinate meetings with EFCCS, FBC2, STRICOM and PM-TMAS. The contractor shall construct a Tactical Safety Fan for each TERM concept, provide draft written Tactics, Techniques and Procedures (TTPs) for the employment of the TERM Munition, assist PM-TMAS in verifying results of the aforementioned task through a series of modeling exercises at the Mounted Battle Space Laboratory (MMBL) and lastly, the contractor shall coordinate the activities with the Armor School as well as provide assistance to PM-TMAS in preparing documents such as the Operational Requirements Documents (ORD). Additional details can be provided upon request. This procurement will be processed as a sole-source requirement to the aforementioned company. Pursuant to the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. An award to any other source would result in substantial duplication of cost and a delay in processing the procurement which the Government cannot recover through competition. This action will be accomplished by use of Alpha Contracting utilizing a teaming approach with Fast Track Technologies, Inc. This procurement is subject to the availability of funds. Reference Note 22 applies.
