DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. IT IS THE INTENT OF THE GOVERNMENT TO MAKE A SOLE SOURCE AWARD TO THE TOWN OF NEWPORT HIGHWAY DEPT., P.O. BOX 519, NEWPORT, NY 13146. JUSTIFICATION SUPPORTING SOLE SOURCE ACQUISITION IS THE PHYSICAL LOCATION OF THE SITES. Synopsis/Solicitation F30602-02-Q-0044 is being issued as a Request for Quotation (RFQ), for a firm fixed-priced purchase order incorporating provisions and clauses in effect through Federal Acquisition Circular 97-27 and DFARS Change Notice DCN 20011213. Additional information may be obtained at the Federal Business Opportunities (FedBizOpps) at URL http://www.fedbizopps.gov. Select "Vendors". At Agency, USAF, click on "Offices". At Office, Air Force Materiel Command, click on "Locations". At Location, AFRL, Rome Research Site, Rome, NY, click on "Posted Dates". The NAICS code, for this restricted acquisition, is 488490 with a small business size standard of $5.0M. Award will be made based on the availability of funds. RFQ includes: CLIN 0001 Non-personal Services: Contractor to furnish all labor, materials, equipment and supervision required to remove snow and/or apply sand/salt to assure safe movement of Government related vehicles in and about the Irish and Tanner Hills Test Facilities to include Government-owned road networks, hard-stands, parking areas and work areas, as required, to eliminate hazardous driving and walking conditions from 1 Nov 01 through 31 May 02. At the completion of the snow removal season and not later than 31 May of each contract period, the Contractor shall sweep both sites to remove sand residue off of the roadways and parking lot areas. CLIN 0002 Non-personal services: Same as CLIN 0001 with this exception, the performance period will be from 1 Nov 02 through 31 May 03. Quote FOB Destination. A single Contractor must accomplish all work in accordance with the attached REQUIREMENTS and Wage Determination No. 94-2383 (REV 16) dated 07/11/2001 for the first performance period and any Wage Determination in effect for the second performance period. Partial awards will not be considered. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies; provide with your quotation all the data requested by FAR 52.212-1. Failure to do so may eliminate you from consideration for award. Evaluation will be made based on price. All responsible sources may submit a quote, which shall be considered by this agency; THOUGH THE GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT TO THE TOWN OF NEWPORT HIGHWAY DEPT., NEWPORT, NY. It is the contractor's responsibility to monitor the Electronic Posting System for the release of amendments (if any). Potential contractors will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments (if any) from the FedBizOpps, as well as, the blank SF1449 (See the FedBizOpps), and Representations and Certifications. Contractors are encouraged to submit their quotes utilizing the SF1449, Solicitation/Contract/Order for Commercial Items. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Virginia Brady, email bradyv@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Linda W. Reed, Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
