- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number SP0560-02-Q-AP51 is hereby issued as a request for quotation (RFQ). 3. The solicitation documents incorporate provisions and clauses that are in effect through Federal Acquisition Circular 97-26. 4. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification Systems (NAICS) Code for this procurement is 321212 and the size standard is 500 employees. 5. This item is a Foreign Military Sales (FMS) requirement for Israel. A copy of DSCP Form 700 is available from contracting officer. This requirement is for the following: NSN 5510-00-220-6226, Item Nos. 0001-0004, Item: total quantity 347,434 bf of No. 2 grade, Grading Rule: SPIB, WCLIB, WWPA; Lumber, Softwood, Dimension, in accordance with Fed Spec MM-L-751H (dtd 70 Aug 13). Species permitted: Southern Pine, Douglas Fir, Larch, Moisture Content: 19% Maximum (at time of delivery to first destination); Surfacing: S4S; Length: 8 feet and longer, permitting a maximum of 5% of the line item quantity to be 8 through 9 feet long, and requiring a minimum of 50% to be 14 feet and longer, of which at least one-half shall be 16 feet or longer; nominal size in inches: Thickness: 2-1/2, Width: 4-1/2. Packaging in accordance with MIL-STD-2073-1C, dated 01 Oct 1996, Packing Level A. Packing shall be in accordance with MIL-L-14362G. Marking shall be in accordance with MIL-STD-129. Special labeling requirements apply; each package shall be clearly marked with a special label. Please call the contracting officer for a copy of label. 6. Prices are to be submitted on an FOB Origin basis. 7. Delivery is required in 30 days ADO. Grilled (staggered) deliveries are acceptable. 8. Source inspection is required. Items are to be inspected prior to shipment. A Government of Israel (GOI)/Ministry of Defense (MOD) representative may accompany the U.S. Government representative in the course of his duties; however, this GOI/MOD representative will be limited to observer status. In the event of any dispute, the determination of the U.S. Government representative shall govern. 9. Selection for award will be based on past performance and price. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (May 2001) and addenda, as follows, apply to this acquisition. All wooden pallets and containers produced of non-manufactured hard-wood species shall be identified by a permanent marking of "NC," 1.25 inches or greater in height, accompanied by the CAGE code of the contracted manufacturer and the month and year of the contract. On pallets, the marking shall be applied to the stringer or block on opposite sides and ends of the pallet and be contrasting and clearly visible. On containers, the marking shall be applied on a side other than the top or bottom, contracting and clearly visible. 13.
