Description
NASA/JSC plans to issue a Request for Offer (RFO) for a SHUTTLE Electric Auxiliary Power Unit (EAPU)- Small Cell Battery Module for the design, assembly, test and delivery for 1 kWh battery submodule to demonstrate that it could be used as a building block for a 28 kWh battery for the Shuttle's EAPU. This battery must be capable of delivering 28 kWh over a 99 minute discharge mission with a peak power requirement of 130 kWh for 3 seconds occurring at the 93rd minute of the mission. This energy and power must be delivered in a voltage range of 230 to 360 volts. All design, assembly, testing, and delivering 2 engineering units of this 1 kWh battery submodule along with one charger will be due 9 months from the contract award date. The main design requirement of this battery submodule is that it be comprised of commercially available lithium ion cells. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 335911 and 500 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-27. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about November 5, 2001 with an anticipated offer due date of on or about December 5, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
