- Description
- Services Non Personal for sampling and analysis support for U.S. Army Dugway Proving Grounds (DPG), West Desert Test Center's ( WDTC's) Emissions Characterization Test Program, and its directly associated open burning/open detonation (OB/OD) testing program. Using "Development of Methodology and Technology for Identifying and Quantifying Emission Products from OB/OD Thermal Treatment Methods (Six Volume Report)'. The contractor will be required to address and resolve issues to a technical nature as they arise; refine and develop emissions sampling and analysis testing procedures and methodologies; design test methods which will accommodate test items not suitable for testing using current methods or procedures; conduct test to validated instruments, procedures and methodologies; conduct sampling and analyses to secure emission data in support of RCRA permit applications, notices of violations (NOVs), and notices of deficiencies (NOD's) submitted by the DoD and other agencies for destruction of specific Propellant, Explosive, and Pyrotechnic (PEP) and other materials within the continental United States and overseas; document all efforts and support technology transfer for this testing program. The technical nature of the scientific support services to be provided, and these services dependency upon policy, technical, and testing requirements guidance provided to WDTC by the USEPA, DoD and other agencies, shall require the contractor to maintain close communication with the Contracting Officer's Representative (COR) and the government technical point of contact (POC) designated in each assigned delivery order. This requirement is for a three-year base period with four one-year option periods. Issuance of subject solicitation is tentatively scheduled for on or about 29 October 2001 and to close on or about 12 December 2001.The NAIC 54138 will apply with a size of $5.0 Million. This RFP will be published at the Army Single Face to Industry web site, http://acquisition.army.mil.. Prospective offerors should go to the web site to view the solicitation and submit bids. Hard copies will not be mailed. Any amendments to the solicitation will be posted on the Internet. Please note the prospective applicants will not be alerted when the solicitation is issued on the Internet or when amendments are posted on the Internet. Prospective applicants are therefore advised to check the above Internet address on a daily basis. Proposal shall be submitted electronically.
