- Project Information: Project for definition, design, and construction support services on the FY03 MCA Battle Simulation Center project. The battle simulation center is a 67,000 SF handicapped-accessible building, housing maneuver and combat support simul ation exercise areas, a 250-seat classroom, computer laboratories and work stations, supporting learning center, technical library, video-teleconferencing center, pre-exercise training and evaluation space, post-exercise assessment and review, training adm inistration, communication space, including a secure compartmentalized information facility, and computer operations and support space, a large-scale video projector and integrated sound system, large scale terrain boards, training rooms, mobile equipment pads, and mechanical space. The center will consolidate and replace functions presently performed in 31 separate buildings at Fort Lewis. Project includes building demolition. The simulation center will be used to provide manual, computer-assisted, and computer-driven military exercises. High-speed building telecommunications systems must be capable of handling both routine unclassified and classified information. Simulations will employ a confederation of sophisticated computer models and networking c oncepts. Building design and system layout must incorporate the latest innovations in computer system operations and support, and provide maximum flexibility and support for future simulation system development. The facility will support a variety of tra ining missions from unified command theater-wide exercises and corps-level command post exercises to company and platoon-level simulations spanning 1 to 14 days in duration. An uninterruptible power supply will be provided. The A-E firm will provide proj ect definition services to include: review of available construction programming documents and criteria, conducting a programming/design charrette at Fort Lewis, preparing a project engineering report and parametric project cost estimate establishing firm criteria for subsequent design development; design services including preparation of full metric plans, specifications, design analysis, and M-CACES construction cost estimates for the battle simulation center and supporting utilities and site improvements ; and construction support services for shop drawing and contract submittal review, on-site construction management support and associated services throughout the construction period. The A-E will be expected to fully support independent value engineering assessments of project definition and design products. Government review and interaction with the A-E team will be through a series of interactive meetings, formal submittal reviews, over-the-shoulder design reviews, and meetings. Seattle District in-ho use resources will conduct required topographic surveys and geotechnical investigations, prepare base maps, and provide necessary geotechnical specifications and reports. Selection Criteria: See Note 24 for a general description of the A-E selection process. The selection criteria for this particular project are listed below in descending order of importance. Criteria (a) (d) are primary; Criteria (e) (g) are secondary a nd will only be used as 'tie-breakers' among technically equal firms. Primary Criteria: (a)(1) Specialized experience and technical competence of the firm in design of Army battle simulation and military training facilities;(2) Design of large-scale computer, multimedia training facilities, and associated high-speed, flexib le telecommunications and data transmission systems. (b) Professional qualifications and experience of firm s staff and consultants to be assigned to this project, particularly in: (1) Knowledge of military training requirements, simulation technology, a nd associated facility requirements; (2) Specific facility design experience for military training and computer-based training systems; (3) Providing quality military co nstruction contract support services; (4) Working ease and dependability of proposed key staff members in contract negotiations, design coordination, and construction coordination. (c) Capacity of the firm to accomplish the work required in the required t ime, including whether the firm is currently under contract to Seattle District. (d) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Secondary Criteria: (e) Location of the firm in the general geographic area of the project and knowledge of locality of the project, given that there is an appropriate number of firms therein for consideration. (f) Small and disadvantaged business or wom an-owned firm and their use as a primary consultant. (g) Volume of work awarded in the past 12 months by DoD to the firm and consultants to be used on this project. Contract Information: Multi-discipline Architect-Engineering (A-E) design Engineering Services in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 are required for architectural, landscaping/civil, mechanical, electrical and structural engineeri ng design related to the Seattle District, U.S. Army Corps of Engineers mission. A project specific contract will be negotiated and awarded; the estimated construction value for features to be designed under the A-E contract will not exceed approximately $20,000,000. The contract is anticipated to be awarded by 29 Mar 2002. The Standard Industrial Classification System Code (SIC) has been replaced by the North American Industry Classification System Code (NAICS). The NAICS Code for this procurement is 5 41310, which is matched to SIC Code 8712. Project is open to both large and small business. *If you are a large business and your bid or proposal will exceed $1,000,000, you will be required to submit a subcontracting plan. The subcontracting goals for the Seattle District which will be considered in the negotiation of this contract are: (1) at least 55% of a contractor s intended subcontract amount be placed with Small Businesses (SB); (2) at least 9% of a contractor s intended subcontract amount be pl aced with Small Disadvantage Businesses (SDB) or Historically Black College or University and Minority institution (3) at least 5% of a contractor s intended subcontract amount be placed with Women-owned Small Business (WOSB) and , (4) at least 3% of a con tractor s intended subcontract amount be placed with Service-Disabled Veteran-owned SB; and (5) at least 1.5% of a contractor s intended subcontract amount be placed with Hubzones. *For the purposes of this procurement a concern is considered a small bus iness if its average annual gross receipts are $4 million or less. Qualified firms desiring consideration shall submit one copy of SF 255 (11/92 edition), including organizational chart of key personnel to be assigned to this project, and one copy of SF 254 (11/92 edition) for the prime firm and all consultants.
