- DESCRIPTION: 1. CONTRACT INFORMATION: Architectural and Engineering (A-E) services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for various military and civilian projects within the Northwestern Division of the Co rps of Engineers, States of Washington, Oregon, Idaho, Montana, Wyoming, Colorado, North and South Dakota, Nebraska, Kansas, Missouri, Iowa, Minnesota and Wisconsin. Up to three indefinite-delivery contracts will be negotiated and awarded with a base peri od of not-to-exceed (NTE) one year from the date of award, with two one year options. The fixed-price task orders will have a not to exceed amount of $750,000. The annual ceiling for the base period and each option period is NTE $1,000,000, with the tota l contract amount of NTE $3,000,000 per contract awarded. The estimated award date of the contract will be March 2002. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for engineering services is 541330, which is matched to SIC code 8711. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last three fiscal years, does not exce ed $4 million. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-88 8-227-2423. 2. PROJECT INFORMATION: The work to be performed under this contract consists of miscellaneous water resource civil work planning, engineering design, economics, and real estate studies performed in accordance with the Corps of Engineers poli cies and procedures within the Northwestern Division, including but not limited to project/study management; site specific reconnaissance and feasibility reports; hydraulic and hydrologic engineering, geomorphology engineering; geotechnical engineering, si te investigation and mapping; survey; plan formulation; environmental studies and impacts; endangered species assessments/evaluations; technical review of reports; value engineering of proposed projects; economic and financial analyses; overall design anal ysis of alternatives; developing plans and specifications; public involvement; comprehensive real estate assessment; and cost estimating using MCASES. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Cr iteria (1) through (5) are primary. Criteria (6) through (8) are secondary and will only be used as 'tie-breakers' among technically equal firms. PRIMARY CRITERIA: a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (1) Specialized experience of firm in types of work required. (2) Professional qualifications and/or experience of firm s staff to be assigned to this project, which are necessary for satisfactory performance of required services. (3) Past performance on DoD, government and industry contracts with respect to cost control, quality of work, relevance of work, and compliance with performance schedules. (4) Capacity of firm to accomplish the work in the required time. (5) Capacity of the term to accomplish multiple simultaneous task orders in th e required time. NOTE: The following criteria are considered secondary factors and will only be used at Final Evaluation as tie-breakers. (6) Location of firm in the general geographical area of the Seattle District office. (7) Extent of participation of Small Business (SB), Small Disadvantaged Business (SDB), historically black Colleges and Universities and Minority Institutions, HUBZone Small Businesses and Service Disabled Veteran Small Businesses in the proposed contract team, measured as a percenta ge of estimated effort. (8) Volume of DoD contract awards to the prime A-E firm in the last 12 months. Construction support services may be included as an opt ion. COMPUTER RESOURCES -- firms must indicate in Block 10 of the SF 255 accessibility to and/or familiarity with the use of the MCACES estimating system (software to be furnished by Corps after award) and the automated review management system (ARMS) via modem. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92 edition) for the prime firm and all consultants. Include the firm's ACASS numb er in SF 255, Block 3b. For ACASS information call 503-808-4591.
