Description

Notice of intent to negotiate a sole source contract with KPMG Inc. for the National Marine Fisheries Service (NMFS). Purpose of proposed contract is to provide consulting services for Community Development Quota (CDQ) program. KPMG will provide management and financial analysis of proposed revisions to regulations governing administration and allocations in the Western Alaska Community Development Quota (CDQ) Program. KPMG prepares the annual financial statements and conducts audits for four of the six CDQ groups, the development of the CDQ Program, the financial and legal structure of the CDQ groups, and the role of NMFS in the State of Alaska in current oversight of the CDQ Program. KPMG is the only source that can assist NMFS in evaluating the potential impacts of proposed regulatory revisions on the CDQ groups. In addition, work under proposed contract must be completed by 12/31/01. No other source may is capable of completing in such a short lead time.
