Description
The U.S. Army Corps of Engineers, Huntington District, proposes to obtain the services of up to two indefinite delivery type contracts for Water Resources Planning, Environmental Design, Resource Analysis and other related planning services. This contract encompasses the Great Lakes and Ohio River Division (see www.lrd.usace.army.mil). Each contract will be awarded for one year with four one-year option periods, for a total amount not to exceed $3,000,000.00. One of two contracts will be awarded initially. The remaining contract may be awarded within 12 months depending on workload and contracting requirements. The criteria to be used in allocating task orders among the contracts will be based on the following: (1) past performance on previous contracts, (2) current capacity to accomplish the task order, (3) unique specialized experience and (4) equitable distribution of work among the contractors. Work will be issued by negotiated firm-fixed priced task orders. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is NOT required with your technical proposal. The selection criterion is listed below in descending order of importance. All responsive proposals shall be evaluated by utilizing the following factors: (a) Qualified personnel in the key disciplines (b) Specialized experience and technical competence, (c) Capacity to accomplish the work, (d) Past performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules and (f) Firm's geographic proximity in relation to the physical location of the Huntington District office. Award will be made as a whole to the offerors whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. This announcement is open to all businesses regardless of size. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR).
