- This Sources Sought synopsis is not a request for proposals. It is a market research tool being utilized to identify potential sources that are interested in and capable of performing the work described herein prior to issuing a Request for Proposal (RFP) . This Market Survey does not constitute a solicitation and shall not be construed as a commitment by the Government. The services required are for Army wide use for Operations, Planning, Training, and Resource Support Services for Warfighter Operations. There are nine separate task areas: Planning (Plan operation strategies, architectures, assessments, risk trade-off, alternatives, logistics, and feasibility studies that support specific goals and objectives for a given core competency); Training (Provi de the requisite training to enable soldiers and support personnel to implement the plans developed in the planning task); Mobilization (Coordination, planning, evaluation, and feedback of pre- and post-mobilization training across the mobilization and de ployment spectrum); Scheduling (Develop processes to schedule scenarios to include short duration activities, training exercises, contingency operations; Force Protection (Activities involving the active and passive security measures necessary for the pro tection of personnel and materiel); Systems Management(Support systems that execute al of the functions associated with the other tasks including, but not limited to, DoD, DA Force Provider databases and systems); Business Process Engineering (Provide ana lyses and utilize available data to execute the plans that were developed for and support the implementation of the other tasks); Simulation/ Simulators/Simulation Centers (Develop software models and simulations. Develop and provide live, virtual, const ructive and digital training that gives soldiers the skills they need to succeed in actual battle conditions. Manage simulation centers); Operations (Support operation of airfields, ranges, simulation centers, simulators, simulation, training aids and dev ices, on-post schools, digitization training, air traffic control activities, distance learning); and, Army Explosive Ordnance Disposal (Provide managerial, technical, and analytical support to the Army explosive ordnance disposal to assist in identifying and developing requirements for both current and future force structures). Responses to this notice should include company name, address, point of contact, Dun and Bradstreet Number, CAGE code and size of business designated as follows: (1) Is your busines s a large or small business? (2) If small, does your firm qualify as a small, emerging business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified HUBZone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned and Veteran-Owned? Those contractors interested should submit a capabilities package limited to 5 pages and, as a minimum, should include the following: (a) brief overview of their technical approach; (b) degree of experience in providing same or similar services; (c) past Government contracts with current references and points of contac t; (d) evidence of financial capability and technical/management resources to support a requirement of this nature and size. Partici pation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. Any information received is solely for the purpose of market research. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulation. No entitl ement to payment of direct or indirect costs or charges to the Government will arise as a result of submission of the contractor's information. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is to help the Directorat e of Contracting, Fort Lewis, in determining potential sources only. No solicitation is currently available. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the CBD and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Response to this sources sought synopsis is NOT a reques t to be added to a prospective bidders list or to receive a copy of the solicitation. All responses should be received no later than November 19, 2001, not later than 1500 hours, Pacific Time.
