- THIS SOLICITATION NOTICE IS TO ISSUE A SYNOPSIS ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. This procurement is for one solicitation resulting in the award of up to four Indefinite Delivery/Indefinite Quantity (IDIQ) Design-Build contracts. The Two Phase Design-Build Request for Proposal procedures will be utilized for this procurement. The work will primarily consist of general building type projects (new construction and renovations) including administrative, training, dormitory, and community support facilities for Department of Defense activities in the state of South Carolina managed by Southern Division, Naval Facilities Engineering Command. The work will be concentrated at, but not limited to, the following locations: Naval Weapons Station, Charleston; Charleston Air Force Base; Shaw Air Force Base, Sumter; Marine Corps Recruit Depot, Parris Island; Marine Corps Air Station, and Naval Hospital, Beaufort. The seed project and all task orders will be firm fixed price awards. The estimated value for all four contracts is $100 million with a total maximum not-to-exceed amount of $200 million. Each contract will be for one base year and four option years. The anticipated range for each task order is between $1,000,000 and $15,000,000 with most task orders falling in the range of $4,000,000 to $8,000,000. The minimum size task order is expected to increase to $3,000,000 upon implementation of other contract vehicles in the near future. After award of the initial contracts, the successful offerors will compete for task orders based on either Best Value or Lowest Price Technically Acceptable. The successful offerors will be encouraged to submit technical and price proposals on all future task orders. Lack of responsible participation may result in the Government not exercising the option for extending the contract. Participation in pre-proposal conferences/site visits for future task orders will be the responsibility of the offeror and is not directly reimbursable by the Government. Task orders will require multi-disciplined design services in all aspects of general building construction for new and renovation projects including comprehensive interior design, lead and asbestos abatement. Projects will also require incorporation of sustainable features. Professional registration or certification is required in the state of SC as needed to obtain construction environmental permits and to comply with agency regulations. Phase I of the procurement process will pre-qualify up to 7 offerors (design-build teams) based on design-build factors that include: Past Performance, Small Business Subcontracting Effort, Technical Qualifications, and Management Approach. Phase I design-build factors relate to the five year IDIQ contract requirements for general building type projects including administrative, training, dormitory, and community support type facilities, not just the seed project to be identified in Section 00202 of the Phase II RFP. Only those offerors selected in Phase I will be allowed to proceed into Phase II. In Phase II, the competitive field will be required to submit technical and price proposals for the identified "seed" project. The Phase II technical proposal will require preparation of a limited design solution for the seed project and the small business subcontracting effort projected for the life of the contract. Price proposals will be evaluated on total evaluated price and may include total lump sum price, evaluation of scope/design options within the Government's published budget for award, and/or completion schedule credits. The best value offeror will receive a contract for the seed project and the remaining selected best value offerors will receive minimum guarantees. Up to four IDIQ design-build contracts will be awarded for a maximum five year term. Phase I should be on the website by the 22 Oct 2001 with proposals due 21 Nov 2001. The exact date will be stipulated in the RFP. Offerors will be required to register themselves on the Internet at http://esol.navfac.navy.mil. The Phase II RFP will be posted on the NAVFAC web site at a future date (to be determined) for viewing and downloading. The official plan holders list will be viewable and may be printed from the web site. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
