Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13.5 -- Test Program for Certain Commercial Items. Request for Quotation RFQ5-08696-210 is for the acquisition of four (4) telescope mirrors for the Extreme Ultraviolet Normal-Incidence Spectrometer (EUNIS) instrument. The instrument will perform spectroscopic studies of the outer atmosphere of the Sun at EUV wavelengths. For such an instrument the use of single off-axis parabolic telescope mirrors operating at near-normal incidence is desirable. Deliverables This procurement is for telescope mirrors for the EUNIS Instrument that meet the requirements detailed below. The contractor shall submit a detailed response report that demonstrates that it understands and can meet the requirements in the specifications, has the personnel and facilities to produce the flight mirrors, and can deliver them according to the schedule shown below. 1. The Solar Physics Branch of Goddard Space Flight Center (GSFC) is building an EUNIS as a scientific sounding-rocket payload. This instrument will perform spectroscopic studies of the outer atmosphere of the Sun at EUV wavelengths. For such an instrument the use of single off-axis parabolic telescope mirrors operating at near-normal incidence is desirable because they provide imaging over an extended spatial field-of-view using only one reflecting surface. The EUNIS instrument will contain two such telescope mirrors, each feeding a spectrograph measuring different wavelength bands of the solar spectrum. One will cover the band 17 -- 20.5 nm; the other will cover 30 -- 37 nm. The two mirrors will have the same optical design, but will be coated (by the GSFC Optics Branch) with different multilayers tuned to the appropriate bandpass for each channel. This specification is directed towards the procurement of four (4) copies of the required EUNIS telescope mirrors. 2. Mechanical Design Each mirror shall have the same mechanical design, the dimensions and tolerances of which are shown on the attachment entitled Figure 1. Diameter of Mirror: 120.0 mm +/- 0.5 mm Thickness of Mirror (at center): 20.0 mm +/- 0.5 mm or 50.0 mm +/- 0.5 mm Vertex to Mirror Edge: 40.0 mm +/- 0.5 mm Vertex to Mirror Center: 100.0 mm +/- 0.5 mm 3. Optical Geometry and Materials The optical specifications listed below apply only to the central 110 mm diameter area of each mirror indicated on Figure 1 as the "Polished Area". Material: Low thermal expansion substrate Optical Surface: Paraboloid Focal Length: 1250.0 mm +/- 1.0 mm Surface Figure: No more than 50 nm error (PTP) Micro-roughness: Goal of 0.5 nm RMS (spatial periods 10 -- 1000 nm) Coating Material: None The optical specifications listed below apply only to the back surface of each mirror. Back Surface: Flat Direction of Normal: Within 30 arcsec of paraboloid s optical axis Surface Figure: No more than 250 nm error (PTP) Micro-roughness: Standard mirror polish Coating Material: Aluminum 4. MARKINGS Each delivered mirror shall have a unique serial number permanently inscribed into its back surface. Each delivered mirror shall also have a mark permanently inscribed into edge indicating the direction of the paraboloidal vertex. 5. SHIPPING CONTAINERS The vendor shall provide a design of shipping/storage containers for the deliverable optical components. GSFC will review and approve the design of the shipping/storage containers. The optical components shall be delivered to GSFC in the approved shipping/storage containers. Each shipping container shall be marked in large bold letters: To be opened by the Goddard Technical Officer only. 6. TEST REPORTS The vendor is required to perform all necessary measurements to verify that the optical components meet all specifications and interfaces. The characterization shall include but is not limited to mechanical measurements for dimensions and alignments, and optical measurements for surface figure, micro-roughness, and focal length. A report shall be generated by the vendor for each mirror that includes the results of all measurements and tests. The final evaluations of image quality and scattering will be provided by GSFC using the GSFC Diffraction Grating Evaluation Facility (DGEF). The NAICS Code and Size Standard are 333314 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFQ are those in effect through FAC 97-25. All qualified responsible business sources may submit an offer which shall be considered by the agency. The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: Capability of the item offered to meet the Government's requirement. 2. Price 3. Schedule: Ability to meet the required schedule 4. Past Performance The proposal shall clearly and fully demonstrate the offeror's capability and knowledge with regard to the technical requirements described in the RFQ. Stating that the offeror understands and will comply with technical requirements or paraphrasing those requirements is not adequate. Failure to respond may result in the offeror's proposal being removed from further consideration. The offeror shall provide a list of three (3) references for the same or similar work performed within the last 5 years, including contract number, contract value, agency/company name and point of contact (including address, telephone and fax numbers, and e-mail address, if available), what the contract was for, the contract start date, and status of the contract (current, terminated (if so, why), successfully completed). Offerors with no previous contracts for the same or similar work shall so state. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Offers for the items(s) described above are due by November 27, 2001, 3:30 p.m. local time and must be mailed to: Ms. Lori M.
