Solicitation Number SP0450-02-R-0065, ARG01240054600, NSN 6850-00-297-6653, Decontaminating Agent, STB I/A/W MIL-DTL-12468D DTD 1998 August 12, Type II, Shelf Life 60 months. Hazardous Material. Anticipate a Firm Fixed Indefinite Quantity Contract (IQC) RFP, Unrestricted, Full and Open Competition, Non-Commercial, for Decontaminating Agent. Contract will result in an IQC for one year with an Option to extend the terms for Four (4) Additional years. Sole Source, Specifications Available Unit Drum is 50 LBS/NET/8 GL/D.O.T. Class 8, Foreign Acquisition. Not made in U.S. FOB Origin/For DVDS/and FOB Destination to DLA Stock Locations, (AQ5), SNG)/ Inspection and Acceptance at Origin for the First Delivery Order Only and Inspection and Acceptance at Destination for the Remaining Delivery Orders, QAP 010. The Solicitation does not contain Progress payments or EPA Provisions. Weapon System Critical (DWA). Electronic Commerce/POPS Capabilities, Delivery will be 45 Days after Receipt of Order for the First Delivery Order and Thereafter, 30 Days ARO for DLA Stock Locations (AQ5, SNG) and 15 Days ARO for DVDs. Quantity Variance plus or minus 5%. Surge Requirement is Necessary for this RFP. Surge Line Item 60001 NSN 6850-00-297-6653, Surge Line 6001AA 107 Drums, Delivery FOB Destination, 30 Days ARO. Surge Lines Item 6001AB, 34 Drums. Delivery FOB Destination 60 Days ARO, and Surge Line Item 6001AC, 37 Drums, Delivery FOB Destination 90 Days ARO for a Total Quantity of 178 Drums. Contractors are required to Submit a Surge Plan, Detailing how they intend to meet both Schedule and Surge Quantity Requirements. The Surge Plan must be Reviewed and Approved by DSCR-JJB Prior to Contract Award. Automated Best Value System (ABVS) Applies.The final Contract Award decision may be based upon a combination of price, past performance and other evaluation factors as described. The Solicitation will issue on November 13, 2001 with a closing date of December 12, 2001.
