Description
Concerns having the ability to furnish the services described herein are requested to give written notification (including telephone number for a point of contact) to the procuring office no later than November 9, 2001. Such notification shall include the materials described below. CDM Federal Programs Corporation (CDM Federal), under contract to the U.S. Department of Transportation's John A. Volpe National Transportation Systems Center (Volpe), has been providing environmental engineering and related support to investigative and removal activities associated with the Libby, Montana Asbestos Project. This support was initiated in late 1999 and may continue through September of 2002. CDM Federal s support has included investigations to monitor, sample and characterize asbestoscontaining materials that may be present in the community and at the areas of former vermiculite mining and processing activities, and also assistance with time critical removal actions based in part on the findings of such investigations. The support of a laboratory to provide analytical services in support of investigative sampling, removal actions, remedial actions, and/or research on the Libby, Montana Asbestos Project and potentially related site assessments in other geographic areas may be required. The work that may be performed includes the furnishing of all materials, labor, equipment, facilities, and incidentals, and all else necessary for performing the following analyses: Air/PCM (NIOSH 7400A); Air/TEM (NIOSH 7402); Air/Microvac/TEM (AHERA, 40 CFR Part 763 E; Air/Microvac/TEM (ISO 10312); Dust/Microvac/TEM (ISO 10312); Soil/PLM (NIOSH 9002). Other analytical methods may be requested. Interested parties must submit qualifications information demonstrating capability to perform the analyses noted above. Submittals in response to this synopsis shall include a detailed description of the laboratory facilities and equipment, three relevant past or current project descriptions including references, relevant and appropriate accreditations, a summary of relevant and appropriate QA/QC protocols, and resume(s) of proposed project manager and analysts. A clear statement of the laboratory s analytical capacity, expressed in number of samples per week for each required analytical method, must be provided. Of special interest is capability and capacity for conducting the ISO 10312 method. Responses will identify the number of analysts qualified to conduct ISO 10312 analyses and provide the number of such analyses completed by the firm over the past one and three year periods. Interested firms should indicate the number of analysts that could be immediately dedicated to this project. If a laboratory operates more than one laboratory facility, the required information shall be provided for each facility that they plan to use to execute the work. Evidence of professional liability insurance in the amount of $1 million must also be provided. Responses are not to exceed 20 pages. This is not an RFP. Funding is not currently available for this requirement.
