- The American Institutes for Research (AIR) is currently managing a comprehensive evaluation of the NFIP. AIR is conducting this evaluation, for FEMA, under a Task Order with the Department of Health and Human Services' Program Support Center. This multiyear evaluation will focus on six areas of inquiry: 1) occupancy and use of floodplains; 2) the costs and consequences of flooding; 3) insurance rating and indemnity functions; 4) floodplain management and enforcement; 5) hazard identification and risk assessment; and 6) marketing and communications. Consultants and organizations interested in participating as subcontractors in this evaluation are asked to submit brief statements of capabilities demonstrating their relevant skills and experience in one or more of the six areas. Submitters must identify any present or potential conflicts of interest that might affect their ability or that of their staffs to contribute to a fair and objective evaluation.
