Description
The Naval Inventory Control Point, Philadelphia will be issuing a solicitation for Total Logistics Support (TLS) of Auxiliary Power Units (APU) systems for the H-53 and H-46 Aircraft and fuel controls used on the T-58 and T-64 engines. The approximate annual demand for the H-53 APU systems is 76. The approximate annual demand for the H-46 APU systems is 132. The T-58 engine has two fuel controls and the approximate combined annual demand is 268. The T-64 engine has two fuel controls and the approximate combined annual demand is 124. TLS is a process whereby the awardee provisions, stocks, repairs, and/or replaces, stores and ships serviceable ready for issue equipment directly to the end user within guaranteed delivery timeframes. TLS also requires the awardee to provide an integrated product life cycle approach, whereby the awardee assumes responsibility for many mana gement and support functions previously performed by the Government, including 1) modification and upgrade, 2) engineering and logistics support, 3) configuration management, 4) material management, including furnishing consumable parts, 5) maintenance of source data packages to account for technical changes. The contract will incentivize the awardee to provide commercial technology insertion through a requirement to improve reliability of H-46 and H-53 APU systems and T-58 and T-64 fuel controls, measured by the mean flight hours between unscheduled removals of the aforementioned systems. TLS of H-53 and H-46 APU systems and T-58 and T-64 fuel controls is premised on a teaming relationship between the awardee and AAR Corporation. The resultant contract will be a requirements contract consisting of a 10 year base period with 3 five year options. Due to the unique nature of the TLS process for APU systems on the H-53 and H-46 Aircraft and the fuel controls on the T-58 and T-64 Engines, only Hamilton Sundstrand will be solicited. See Note 22.
