- NASA/SSC plans to issue a Request for Offer (RFO) for the design, fabrication, inspection, testing, cleaning, packaging and delivery to Stennis Space Center, Stennis Mississippi, E3 Test Complex, twenty (20), hydrogen peroxide, and JP-8 Globe Valves in accordance with specification No. 110GM-GMC3, Rev.0. The hydrogen peroxide valves shall be top entry y-pattern or straight globe valves with an extended body designed for cryogenic (-320 degrees F) service. The operating temperature range for the hydrogen peroxide valves will be from 0 to 120 degrees F; however, the valves may be reconfigured for LOX service (by replacing the stem/plug assembly) at a later date. The JP-8 valves shall be top entry cage design or split body so that the Cv of the valve may be changed by changing the stem/plug and the seat ring. The JP-8 valves may utilize a metal-to-metal or soft seat design. Failure by the offeror to submit an offer not conforming to the Period of Performance as identified in subject solicitation, shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, or technical specifications. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64 All offerors are reminded to check the above noted web address for the most current information with respect to this acquisition. This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 332911 and 500 respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 40% Schedule, 20% Past Performance, and 40% Cost. **Schedule and past performance when combined are significantly more important that cost**. Additionally, NASA reserves the exclusive right to make multiple awards as a result of this single solicitation. FOB is destination. The anticipated release date of this RFO is on or about October 30, 2001 with responses due NLT 12:00PM CST, November 16, 2001. All questions with respect to this acquisition shall be submitted in writing to this office not later than November 9, 2001.
