Description
Amendment No. 001 is issued to respond to questions received in response to Solicitation No. USSS020006. Question #1: Are there model numbers for each of the items? U.S. Secret Service (USSS) Response: Model Numbers are not available. Generic descriptions/specifications are provided for each item in the Solicitation. Question #2: Does the sample bag to be submitted with the proposal include the bag and boot only, or everything? USSS Response: The sample equipment bag must include sub-item nos. 0001A through 0001K. The sizes to be provided are large for applicable sub-items and boot size of 10 1/2 male. Question #3: Is the assumption correct that for Line Item No. 0001, the minimum quantity is 1,500 and the maximum quantity is 3,000? USSS Response: Yes. For line item no. 0001, which includes sub-item nos. 0001A through 0001K, the minimum quantity is 1,500 and the maximum quantity is 3,000. =20 Question #4: Does Line Item No. 0002 require a quantity of 200 on a consignment basis for line item nos. 0001A through 0001K? USSS Response: No. Line Item No. 0002, which is to be provided on a consignment basis, includes the following: Sub-Item No. 0002A: Two hundred pairs of boots, black, ankle/calf high winter boots with waterproof leather upper, waterproof construction: multi-layer removable inner liner with binding, waterproof hard or semi-hard lug sole. The comfort/warmth minimum range of -20F, lightweight, built in or exterior 'gator'; Sub-Item No. 0002B: Two hundred pairs of gloves, consisting of thin, synthetic material to permit dexterity in cold weather with neoprene backs; Sub-Item No. 0002C: Two hundred pairs of mittens, Gore-Tex outer shell, removable insulated layer design for -20F, non-slip grip surface on palm and inside of thumb; and Sub-Item No. 0002D: Two hundred pairs of thermal undergarments, consisting of thermal top and bottom garments, polypropylene or equivalent. All items provided shall be comprised of a variety of average sizes to accommodate a ratio of 3 men per every 1 woman. Question #5: How will the Government provided nametags be secured to the equipment bag? USSS Response: It is the responsibility of the offeror to determine how the nametags are to be secured to each assembled equipment bag. The Government will provide laminated nametags, approximately 2 1/2 inches wide by 4 inches high, which will contain a small "cut-out" notch or hole. Question #6: Will complete order be shipped to one location in Salt Lake for further distribution by the USSS, with the contract to be awarded by November 9, 2001, with delivery date of December 1, 2001? USSS Response: As stated in the Solicitation for line item no. 0001, it is anticipated that the resultant contract and a majority of the delivery orders will be issued on or before November 9, 2001, for delivery December 1, 2001. For all other orders for Line Item No. 0001, delivery is required within two (2) weeks of receipt of order. As to location, there is one sole point of delivery for all delivery orders for Line Item Nos. 0001 and 0002 in Salt Lake City, UT 84116. Question #7: Are the boots needed for tactical use or simply for cold weather usage? USSS Response: The boots required must meet the specifications as stated within the Solicitation. Question #8: For the hand and foot warmers, a quantity of fifty each is requested. Is that per person and per pair of boots? USSS Response: Line item no. 0001 represents each complete assembled equipment bag. Under sub-item 0001H, fifty hand warmers and fifty foot warmers are to be provided per each line item 0001 assembled equipment bag. Question #9: Does funded delivery order mean the Agencies will pay up front? USSS Response: No. The language is provided in order to convey that each delivery order is separately funded. Payments shall be made in accordance with FAR clause 52.212-4 (i). Question #10: On the contingency items (Line Item No. 0002) for full kits, what is the settlement for any extra kits that aren't purchased? USSS Response: Line Item No. 0002 involves four sub-items, which are to be provided on a consignment basis. It is the responsibility of each offeror to provide the proposed pricing within their proposal; therefore, if an offeror determines that a charge applies to sub-items which are not purchased under Line Item No. 0002, then it should be clearly stated within their proposal. All other terms and conditions of the original Solicitation remain unchanged. All responsible offerors shall forward proposal package to U.S. Secret Service, Procurement Division (Suite 6700), Attn: Kelly Curtin, 950 H Street, NW, Washington, DC 20223, to be received no later than 3:00 P.M.(EST), Wednesday, October 31, 2001. Please note: Award is anticipated within thirty (30) days of receipt of proposals.
