- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ # 521-022-02 is assigned to this procurement and shall be referenced on all correspondence relating to this acquisition. This RFQ is issued in accordance with simplified acquisition requirements and utilizing the streamlined procedures for evaluation and solicitation for commercial items. The RFQ incorporates all provisions and clauses in effect through FAC 97-27 and VAAR 96-28 (#14). This is a full and open competition solicitation and NAICS code is 541690 ($5.0 M is the small business size standard). Cost should be provided for each individual location broken down by each separate requirement outlined below noted as "a" through "c" including a cumulative cost for each location, as well as a total aggregate for the entire service package. The VAMC's located in Birmingham and Tuscaloosa, Alabama are interested in procuring the services of a Wireless Telecommunication Consultant/Appraiser. The selected contractors duties will include (a) A review of available VA rooftop space and development of a scaled drawing assigning numbers to available locations. (b) Researching local market lease value for telecommunication antenna space/ providing the Contracting Officer with a detailed appraisal for each location. (c) Developing a statement of bid items/statement of work for the lease of available space. FAR provision 52.212-1, Instructions to Offerors-Commercial and 52.212-3 Evaluation-Commercial Items apply. The evaluation factors for this service are 1) Cost and 2) Past Performance for providing identical services. Each contractor is to provide a technical qualification statement for the selected individual (s) that will be performing the service with their quote and provide references for past services performed. Cost to perform the service is slightly more important than past performance. FAR provision 52.212-3, Representations and Certifications-Commercial Items, is applicable and quoters are reminded that a completed copy must be provided with submitted quotations. Also, applicable are FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders-Commercial Items. Award will be based on the best value for the Government and is subject to the availability of funding.
